Through the Forest and Biodiversity program, WWF-Uganda is working with partners (Government Ministries, Agencies, Local Governments, Private Sector and communities) to conserve the integrity of Uganda's protected areas and habitats on private land. This is being done with a balanced mix of forest and wildlife policy, expansion of forest estate, good governance and community livelihoods interventions.

The overall objective of the project is that by 2025, rural livelihoods are improved and greenhouse gas emissions are reduced through widespread access to clean and renewable sources of energy in Uganda.

The Water Governance Manager will support the Freshwater Program by leading planning, management, coordination, supervision, and monitoring of water governance related activities to ensure efficient and timely delivery of program goals, objectives, and targets.
Water
Policy Development: Develop, review, and implement policies, regulations, and guidelines related to water governance and management. Ensure alignment with national, regional, and international water policies, as well as legal frameworks and regulatory requirements.
Stakeholder Engagement: Engage with a wide range of stakeholders, including government agencies, local authorities, water utilities, community groups, non-governmental organizations (NGOs), and private sector entities. Foster collaboration, dialogue, and partnerships to address water challenges and promote sustainable water governance.
Strategic Planning: Develop and implement strategic plans and initiatives to enhance water governance and management. Define goals, objectives, and key performance indicators (KPIs) to measure progress and outcomes in areas such as water quality, access, efficiency, and resilience.
Water Resource Management: Oversee the management and allocation of water resources, including surface water, groundwater, and wastewater. Develop strategies for sustainable water use, conservation, and protection of water ecosystems, habitats, and biodiversity.
Regulatory Compliance: Ensure compliance with water-related regulations, laws, permits, and standards at the local, national, and international levels. Monitor regulatory developments, assess regulatory risks, and implement measures to address compliance requirements.
Water Quality and Monitoring: Establish water quality monitoring programs and protocols to assess the status and trends of water quality parameters such as pH, dissolved oxygen, turbidity, and pollutants. Analyze monitoring data, identify trends, and take corrective actions to address water quality issues.
Community Outreach and Education: Conduct outreach and education initiatives to raise awareness about water issues, promote water conservation practices, and foster community engagement in water governance. Provide training, workshops, and educational materials to empower stakeholders to take action on water-related challenges.
Infrastructure Planning and Development: Collaborate with infrastructure planners, engineers, and designers to plan, design, and implement water infrastructure projects. Evaluate infrastructure needs, prioritize investments, and optimize the use of water infrastructure to meet current and future water demands.
Risk Assessment and Management: Identify and assess risks related to water governance, including risks associated with water scarcity, pollution, climate change, and natural disasters. Develop risk management strategies, contingency plans, and resilience measures to mitigate potential impacts on water resources and communities.
Data Management and Analysis: Manage water-related data, information, and GIS (Geographic Information System) databases to support decision-making and planning processes. Analyze data trends, model scenarios, and generate insights to inform policy development and strategic planning.
Financial Management: Develop and manage budgets, grants, and funding sources for water governance programs and projects. Seek external funding opportunities, secure grants, and allocate resources effectively to support priority initiatives and achieve program objectives.
Performance Monitoring and Evaluation: Monitor and evaluate the performance of water governance programs and initiatives. Track progress against strategic goals, assess outcomes, and report results to stakeholders through performance dashboards, reports, and presentations.
Capacity Building and Training: Provide capacity-building support and training to water governance stakeholders, including government officials, water managers, and community leaders. Enhance their skills, knowledge, and competencies in water governance, policy analysis, and decision-making processes.

Bachelors Degree Natural Resources Management, Environment Management, Civil Engineering. Resources Management, Hydrology. Agricultural and/or Irrigation Engineering.
A Masters' Degree in any of the above fields is an added advantage.
At least 7 years of professional experience in water resources and water catchment management and restoration work.
Specific experience in Integrated/catchment-based water resources management in Uganda is desirable.
Experience working with civil society organizations and the private sector is an added advantage. Additional specialized trainings in wetlands management and aquaculture, Water Governance, Riparian Management etc. is an added advantage.
Professional training in Project Planning and Management is an asset.
At least five years' experience managing complex projects and budgets, preferably in an NGO with a strong focus on multi-donor projects.
Good general knowledge and understanding of the Uganda water sector and existing water governance framework is desirable.
