About the Organisation
The Petroleum Authority of Uganda, also known as the Uganda National Petroleum Authority, is governmental organisation that regulates the petroleum industry in Uganda, the third-largest economy in the East African Community.
The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

Job Description
Job Title: Upstream & Midstream Cost Monitoring Officer
Organisation: Petroleum Authority of Uganda (PAU)
Duty Station: Kampala, Uganda
Duties, Roles and Responsibilities
Coordinate the development of capacity building and skills development programs within the public and private institutions in the country to support oil and gas operations.
Coordinate the review and design of curriculum for courses and skills required for the Oil and Gas Sector to ensure courses, training programs, and certifications are fit for purpose.
Monitor the execution of the workforce skills development strategy and plans.
Supervise the review and advise on the training plans and budgets for the oil companies’ staff.
Review and monitor training and skills development programs submitted by the licensed Oil Companies, their contractors, and subcontractors.
Participate in developing and implementing training programs for local enterprises with emphasis on the requirements for the oil and gas Sector
Ensure capacity building programs are reviewed and approved under the annual work programs and budgets and therein monitor the execution process.
Support the development of guidelines for the implementation of national content
Participate in the review of annual work programs and budgets to ensure compliance with National Content provisions
Ensure regular enterprise audits are undertaken to establish the state of enterprises to identify gaps and propose initiatives to close the gaps as well as follow-up and coordinate the realization of the Agriculture Development Program
Undertake any other assignments as may be directed from time to time

Qualifications, Education and Competencies
An Honors Bachelor’s Degree in Engineering, Quantitative Surveying, Quantitative Economics, Finance, and Accounting or any other Physical Science.
Required experience:
Three (3) years of relevant work experience in a busy and well- organized institution
Skills and Competencies
Report Writing Skills.
Very good Interpersonal Skills.
Excellent Stakeholder Management
Strong Negotiation Skills
Conceptual and Analytical Skills
