About the Organisation
Uganda National Oil Company (UNOC) Limited is a limited liability company solely owned by the Government of Uganda (GOU). It was established under Section 42 of the Petroleum (Exploration, Development, and Production) Act and Section 7 of the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both of 2013. It was incorporated under the Companies Act of 2012 as a limited liability company on June 12th, 2015.
Uganda National Oil Company - UNOC was incorporated as a limited liability company wholly owned by the Government of Uganda in June 2015. Our overall function is to handle the Government of Uganda’s commercial interests in the petroleum sub-sector and to ensure State participation in petroleum activities. The company is also mandated to investigate and propose new upstream, midstream, and downstream ventures initially locally and eventually internationally.

Job Description
DEPARTMENT: National Pipeline Company (NPC)
JOB TITLE: Terminal Officer (1 Vacancy)
REPORTS TO: Terminal Operations Specialist
JOB PURPOSE: Coordinate the day-to-day operations of the storage terminal, ensuring the safe storage and dispensing of stock, maintaining terminal asset integrity, and supervising the terminal operations team.
Duties, Roles and Responsibilities
ESSENTIAL DUTIES:
Reconcile stock daily and maintain records of reconciliation.
Keep track of all stock movements, both incoming and outgoing.
Provide weekly reports on stock movements, including volume status for duty-paid and bonded cargo balances.
Monitor the status of bonded cargo and ensure monthly and weekly alignment with URA.
Initiate stock movement processes to facilitate invoicing for throughput charges.
Collect summaries of key operating expenses for the terminal.
Organize quarterly independent stock takes and year-end stock audits.
Obtain and maintain quality inspection records of fuel samples taken from tanks to ensure fuel quality.
Contribute to the development and implementation of innovations and upgrades for continuous improvement and quality service delivery at the terminal.
Regularly report any significant issues at the facility that require management’s attention.
Ensure compliance with HSE requirements and promote a safety culture at the terminal.
Maintain records of HSE statistics.
Ensure quality assurance measures are in place to deliver high-quality services and products at the terminal.
Perform any other duties as assigned by the supervisor(s).

Qualifications, Education and Competencies
QUALIFICATIONS & EXPERIENCE:
Bachelor’s degree in Statistics, Economics, Business Administration, Commerce, Accounting, Finance, Engineering, or a related field from a recognized university.
At least 4 years of proven experience in depot or terminal operations.
Proven experience in stock management.
Experience in maintenance management.
SKILLS AND COMPETENCIES:

Knowledge of Oil & Gas industry technical standards
