Job Description
Job Title: Technician General Duties
Organisation: Uganda Communications Commission (UCC)
Duty Station: Bugolobi, Kampala, Uganda
Reports to: Senior Officer Estates Management
Duties, Roles and Responsibilities
Responsibilities:
Create schedules and conduct regular inspections of electro-mechanical and electronic systems across all Commission properties, including UCC House, Communications House, Uganda Institute of Information and Communication Technology, regional offices, remote stations, and other facilities, to ensure they operate efficiently and safely.
Recommend and provide detailed technical specifications for acquisition, upgrading, or replacing electro-mechanical and electronic systems, ensuring they meet Commission standards and operational requirements and are used properly as per manufacturer recommendations.
Provide technical expertise to support procurement processes of electro-mechanical and electronic systems, monitor their progress and implementation for electro-mechanical and electronic systems while emphasizing cost efficiency. Verify completion of all electrical works and sign off on certificates prior to payments.
Ensure effective contract execution by monitoring and evaluating contracted service providers for all electro-mechanical and electronic systems to ensure services are delivered within contract specifications.
Act promptly to address and rectify any electro-mechanical and electronic system failures or malfunctions, ensuring minimal downtime and disruption to Commission operations.
Evaluate and implement energy-saving measures and sustainability practices within electro-mechanical and electronic systems management to contribute to the Commission’s environmental and economic objectives.
Ensure compliance of all electro-mechanical and electronic installations and maintenance activities with safety standards and legal regulations through periodic risk assessments, ensuring they fulfil environmental, health, and safety obligations and any other statutory requirements.
Prepare and submit periodic reports on the status of all electro-mechanical and electronic systems and maintain records and logs of the works and services undertaken.
Develop and maintain an up-dated database on electro-mechanical systems and works and prepare status reports for stations across the Commission.
Prepare and Manage all Computer Aided Drawings and Manage Electro Digital Assets including digital systems maintenance, data management and systems upgrades for the electro-mechanical facilities.
Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.
Key Performance Indicators
Inspection reports with recommendations submitted.
Completion reports for electro-mechanical and electronic services are captured in the procurement plan.
Report on all works executed by respective service providers.
Cost optimization reports
Timely submission of relevant reports.

Qualifications, Education and Competencies
Education and Professional Qualifications
Bachelor’s degree or Higher Diploma in Electrical/Electronic Engineering or a related field from a recognized tertiary institution.
Working Experience
Minimum of four (4) years’ experience managing and maintaining electrical/electronic systems, electro-mechanical and power equipment in a similar corporate setting.
Skills, Knowledge and Abilities
Technical
Knowledge of electrical circuits, wiring, CCTV installation and maintenance, Lifts, HVAC , Transformers, Stabilizers, switchgear and generator maintenance.
Ability to read blueprints, schematics, and written reference material.
Ability to diagnose and resolve problems.
Ability to use hand and power tools.
Expertise in Computer Aided Software such as Auto CAD.
ERA Class permit B or C will be added advantage
