FHI 360 is seeking qualified candidates for the position of Technical Lead – Demand Side for the multi-year Empowering Women for Better Reproductive Health Outcomes (EMPOWER), Component 3: Strengthening access to Family Planning (FP) in the private sector. Component 3 of the Foreign, Commonwealth and Development Office (FCDO)-funded EMPOWER programme aims to contribute to creating a vibrant and self-sustaining private sector market for voluntary FP services in urban and semi-urban areas in Uganda. This position reports to the Team Leader and is based in Kampala, Uganda.

Employment is contingent upon successful award of the programme to FHI 360, as well as FCDO approval of the finalist.


The Technical Lead - Demand Side will provide technical leadership and oversight to design and test demand-side programming that will strengthen demand for and utilization of FP services and products in private-for-profit and Private-Not-For-Profit (PNFP) outlets (i.e., health centres, clinics, pharmacies and drug shops) at scale. This position will have experience in implementing social and behaviour change (SBC) programming that strengthens the private sector markets for FP services and products.

Duties, Roles and Responsibilities

  • Provide technical leadership and expertise to design, implement, and scale-up SBC approaches and interventions and demand side solutions to increase sustainable demand for and utilization of FP services and products in the private sector in urban and semi-urban areas in Uganda.

  • Provide leadership to operationalize SBC approaches and interventions, ensuring application of best-in-class design and implementation tools, including human-centered design (HCD), behavioral insights, and communication approaches.

  • Ensure the programme’s SBC interventions address determinants of desired behaviors and employ evidence-based techniques to address priority individual, social, and structural determinants.

  • Lead the development and implementation of innovative and transformative national and subnational SBC interventions that are informed by behavioral models, evidence, and on-going research.

  • Support the design and implementation of formative research to inform SBC approaches and interventions and local solutions.

  • Contribute to the establishment of performance indicators and measures to monitor and record SBC intervention outcome and impact data.

  • Ensure the demand side efforts are coordinated and conducted in accordance with technical strategies.

  • Support knowledge management within the programme, including the capture and articulation of success stories, best practice and lessons learned.

  • Provide supervisory and operational oversight of supply side technical staff, consultants, and/or consortium partners to ensure that the programme meets intended goals, quality standards, and reporting requirements.

  • Ensure development and submission of high-quality technical deliverables—including workplans and required reporting to FCDO—are developed, submitted and approved on schedule and within budget parameters.

  • Represent the programme in key national and subnational forums; establish and maintain strategic relationships with host country government structures, the commercial health sector, and other programme partners to deliver against programme goals.

  • Support the Team Leader and coordinate with other programme staff and consultants to ensure that all areas of the programme maximize the use of available programme resources.

Qualifications, Education and Competencies

  • Bachelor’s degree or its international equivalent in public health, health communications, health management, social science or a related field.

  • At least 10+ years of relevant technical management experience in designing, implementing, and managing SBC programs of similar size, complexity, and settings in Uganda or relevant context; experience with FCDO programming is preferred.

  • Knowledge of state-of-the-art SBC models and strategies, including human-centered design and participatory development approaches, behavioral insights, as well as their practical application to FP.

  • Demonstrated knowledge of experience applying proven SBC approaches for audience segmentation and addressing different types of health and development behaviors, as well as use of life stage frameworks, and integration across health areas and/or sectors desired.

  • Experience designing activities to address behaviors using communication and non-communication-based approaches.

  • Proven understanding of social norms and community dynamics influencing behaviors.

  • Experience in developing and implementing SBC strategies, projects, and programmes in East Africa and preferably Uganda, that have demonstrated impact, at scale.

  • Experience in sales and marketing, preferably in creating demand for health commodities, including but not limited to FP methods.

  • Experience in training health workers on client-centered, non-biased, and youth-friendly FP services and counseling for continuation.

  • Demonstrable experience in use of data to drive program implementation.

  • Demonstrated ability to develop and maintain effective working relations with host country government personnel, stakeholders, private sector/social enterprises, and international donor agencies.

  • Strong interpersonal, writing, and oral presentation skills in English.

  • Ability to work independently and manage a high-volume workflow.

  • Relevant computer software skills, including at a minimum MS Office.

  • This will be a full-time position in Kampala, Uganda. Local national candidates strongly preferred.


Travel Requirements

  • 10- 25% (mainly in country)
