Makerere University Walter Reed Project (MUWRP)
Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) undertake medical research to test HIV vaccines. Over the years, MUWRP's portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, Emerging Infectious Diseases Program (EIDP) for surveillance of influenza and influenza-like viruses and other emerging infections in humans and animals; also, a PEPFAR funded program in HIV treatment, care and prevention in the districts of Kayunga, Mukono, Buvuma, Buikwe, Luwero, Nakasongola. Additionally. MUWRP seeks to fill the following position.
Contract Tenure: 1 year with a possibility of extension subject to the needs of the Organization
Framework Development
Design: Developing and designing monitoring and evaluation frameworks, including indicators, targets, and data collection methods.
Methodologies: Selecting appropriate methodologies and tools for data collection, analysis, and reporting.
Planning: Collaborating with program teams to integrate M&E into project planning and implementation processes.
Monitoring Activities
Implementation Oversight: Providing oversight and guidance on the implementation of monitoring activities to track project progress and outputs.
Data Collection: Ensuring timely and accurate collection of data using qualitative and quantitative methods.
Quality Assurance: Implementing quality assurance measures to verify data accuracy and reliability.
Evaluation and Analysis
Impact Assessment: Leading or supporting impact evaluations to assess the effectiveness and sustainability of programs.
Data Analysis: Analyzing quantitative and qualitative data to identify trends, patterns, and lessons learned.
Reporting: Preparing comprehensive reports and presentations on evaluation findings for stakeholders and funders.
Capacity Building
Training: Conducting training sessions and workshops for staff and partners on M&E principles, tools, and best practices.
Technical Assistance: Providing technical assistance and mentoring to build the capacity of M&E staff and program teams.
Knowledge Sharing: Facilitating learning and knowledge sharing on M&E within the organization or among partners.
Strategic Guidance
Strategic Planning: Contributing to strategic planning processes by providing evidence-based recommendations and insights.
Advisory Role: Serving as a technical advisor to program managers and senior leadership on M&E-related issues and decisions.
Continuous Improvement: Identifying areas for improvement in M&E systems and proposing adaptive management strategies.
Stakeholder Engagement
Collaboration: Collaborating with internal and external stakeholders, including donors, government agencies, and implementing partners, to coordinate M&E efforts.
Communication: Communicating M&E results and recommendations effectively to different audiences, tailoring messages as needed.

Educational Requirements
Advanced Degree: A master's degree or higher in a relevant field such as statistics, social sciences, public health, economics, or international development.
Specialized Training: Additional training or certification in monitoring and evaluation methodologies (e.g., PMD Pro, DME for Development) is highly desirable.
Professional Experience
Experience: Several years of progressive experience in monitoring and evaluation, preferably in international development, public health, or humanitarian aid.
Technical Expertise: Demonstrated expertise in designing and implementing M&E systems, including data collection, analysis, and reporting.
Leadership Experience: Experience in providing leadership and guidance in M&E to teams or projects.
Skills and Competencies
Analytical Skills: Strong analytical and problem-solving skills to interpret data and provide evidence-based recommendations.
Technical Proficiency: Proficiency in M&E methodologies, statistical software (e.g., SPSS, STATA), and data visualization tools.
Communication Skills: Excellent verbal and written communication skills for preparing reports, presenting findings, and facilitating workshops.
Project Management: Strong project management skills, including planning, coordination, and implementation of M&E activities.
Teamwork: Ability to work collaboratively in multi-cultural and multi-disciplinary teams.
