Ministry of Finance, Planning and Economic Development is a Government Ministry which plays an important role to ensure mobilization of public resources for the whole Government. The Ministry commonly known as Ministry of Finance is further charged to oversee how these resources are accounted for as they target to benefit all Ugandans.

The Ministry is also concerned with matters of achieving the fastest rate of economic transformation alongside emerging economies. It targets to formulate sound economic policies that lead to sustainable economic growth and development. The ministry is organized with Directorates of Budget, Economic Affairs, Accountant General’s Office and departments of Finance and Administration.

The Ministry of Finance, Planning and Economic Development through The Secretariat for Private Sector Development (PSD)/Development Plan Implementation (DPI) Programmes invites applications for the position of Sub Programme Officer, PSD Programme.

  • Program Implementation: Assist in the implementation of various projects and initiatives under the PSD Programme, which may include activities related to public sector reform, governance improvement, capacity building, and policy development.

  • Project Management: Support the planning, coordination, and monitoring of project activities to ensure they are completed on time, within budget, and in accordance with project objectives and guidelines.

  • Stakeholder Engagement: Engage with key stakeholders, including government officials, civil society organizations, international donors, and other partners, to facilitate collaboration, gather input, and ensure alignment of activities with stakeholders' priorities and needs.

  • Research and Analysis: Conduct research, data analysis, and policy reviews to inform the development of project strategies, recommendations, and interventions aimed at improving public sector performance and governance.

  • Capacity Building: Support capacity-building efforts by organizing training sessions, workshops, and knowledge-sharing events for government officials and other stakeholders on topics related to public sector management, governance, and institutional strengthening.

  • Reporting and Documentation: Prepare progress reports, briefings, presentations, and other documentation to communicate project activities, outcomes, and lessons learned to internal and external stakeholders.

  • Monitoring and Evaluation: Assist in monitoring project performance and evaluating the effectiveness of interventions, including collecting data, analyzing results, and identifying areas for improvement.

  • Financial Management: Support budget planning and expenditure tracking for project activities, ensuring compliance with financial regulations and donor requirements.

  • Education: A bachelor's or master's degree in a relevant field such as public administration, public policy, international development, political science, economics, or a related discipline.

  • Experience: Previous experience (typically 2-5 years) in project management, public sector reform, governance, or development assistance is often required. Experience working with government agencies, international organizations, NGOs, or consulting firms may be beneficial.

  • Knowledge: A solid understanding of public sector management concepts, governance issues, and development challenges, particularly in the context of the country or region where the PSD Programme operates.

  • Analytical Skills: Strong analytical and problem-solving skills, with the ability to conduct research, analyze data, and synthesize information to support decision-making and programmatic interventions.

  • Communication Skills: Excellent written and verbal communication skills, with the ability to effectively communicate complex ideas and information to diverse audiences, including government officials, donors, and project stakeholders.

  • Interpersonal Skills: Good interpersonal skills and the ability to work collaboratively in a multicultural environment, fostering positive relationships with colleagues, partners, and stakeholders.

  • Organizational Skills: Strong organizational and time management skills, with the ability to prioritize tasks, meet deadlines, and manage multiple activities simultaneously.

  • Adaptability: Flexibility and adaptability to work in dynamic and changing environments, adjusting to evolving project priorities and requirements.

  • Language Skills: Proficiency in English is often required, and proficiency or working knowledge of additional languages relevant to the region of operation may be advantageous.
