Job Description
Reporting to the MEL Director, the Strategic Information Management Officer will design and implement data systems, support program teams in tracking performance, conduct routine data quality assessments, and manage knowledge sharing initiatives. This role demands technical expertise in health data systems (e.g., DHIS2, MySQL), collaboration across departments, and a strong commitment to program accountability and learning. The Officer will also contribute to evaluations, dashboard development, and capacity building of internal and external stakeholders.
Duties, Roles and Responsibilities
Design and implement information management strategies and systems.
Support data-related activities and routine monitoring for the EMPOWER programme.
Coordinate implementation of management information systems in program districts.
Maintain a central database for all program-related data and ensure accessibility.
Conduct routine data quality validation and provide feedback to stakeholders.
Develop dashboards and support data use for program decision-making.
Contribute to research, evaluations, and dissemination of findings.
Build the capacity of staff and stakeholders in data collection, analysis, and reporting.
Promote knowledge sharing and learning throughout the program.
Perform additional duties assigned by the supervisor.

Qualifications, Education and Competencies
Bachelor’s degree in Computer Science, Informatics, Mathematics, Statistics, or a related field.
Advanced degree is a plus.
Minimum of 5 years' experience in healthcare data management, preferably using DHIS2.
Strong technical knowledge in SQL, Java, Visual Basic, and database systems (MySQL, SAP, Oracle).
Experience managing large datasets with INGOs.
Strong communication, problem-solving, and organizational skills.
Ability to work collaboratively in multicultural and interdisciplinary environments.
Demonstrated integrity, transparency, and ability to inspire others.
