Communications (COMM) - Pact strives for a world where all people are heard, capable, and vibrant. The Integrated Communications department helps realize this objective by supporting organizational and project level communications across Pact.
Position Overview
Pact Inc. seeks an experienced bilingual Senior Communications Officer for the USAID-funded Strengthening Youth and Women’s Civic Participation Program, focused on Sudan. The Project aims to increase collaboration, sustainability, and resilience of Sudanese civil society and independent media to advance the inclusion, participation, and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches. This program is in Y3 of a five-year activity, with a dramatic shift in the operating context since the war started in Sudan in April 2023. This position will be based in Kampala, Uganda.
Duties, Roles and Responsibilities
The Senior Communications Officer is responsible for overall communication and knowledge management related to the program. The successful candidate will report to and support the Deputy Chief of Party in ensuring that all communications requirements set by the donor and Pact are fulfilled completely.
Internal Communications Management:
Coordinate and facilitate the development of program reports, specifically the quarterly and annual reports to USAID.
Work with the program team to develop/update program presentations, briefs, reports, success stories, and other relevant communications materials for Pact, USAID, and other audiences.
Lead the implementation of the program communications plan in line with program needs, staff requirements, and USAID communications guidelines.
Support staff with developing presentations, videos, and audio materials.
Serve as liaison with Pact’s Integrated Communications team in Washington, DC.
Writing and Copy - Editing:
Coordinate, write and edit sections of the program’s quarterly and annual reports for USAID, as well as other documents for external audiences.
Organize, support production of, and edit, success stories.
Write feature stories or blogs for publication and/or posting on websites and social media.
Support the procurement team to select translators as needed and monitor translated deliverables for quality.
External Communications Management:
Work with the Pact team and Sudanese civil society and media partners to develop materials and messages that demonstrate program progress and achievement, tracking and telling the story with program data, including factors critical to success and/or areas needing improvement.
Work with the M&E team to develop state of the art data visualization for program presentations.
Organize and conduct training of partners on media relations, story writing, etc.
Guide Sudan team members and program grantees on branding and marking requirements.
Lead the development of regular bi-weekly program updates to be shared with USAID.
Other:
Conduct media monitoring that collects data about media coverage and content production led by Sudanese media partners supported by Pact.
Comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
Enhance conflict sensitivity in reporting and messaging.

Qualifications, Education and Competencies
Basic Requirements
Master's degree with six (6) years work experience or bachelor's degree with at least eight (8+) years work experience.
Excellent Writing and editing skills in English.
Experience supporting the communications function of international development projects, such as those funded by USAID.
Preferred Qualifications
Arabic language skills an added advantage language skills are strongly preferred.
Sudanese nationals strongly preferred.
Knowledge of and experience with key democracy, human rights, governance programming in Sudan is a strong advantage, as is experience building the capacity of civil society organizations.
Collaborative spirit in working with teammates and partners; commitment to engaging stakeholders in accordance to conflict sensitive approaches, Do No Harm (DNH) principles and practices.
Demonstrated ability to partner successfully with teams within the Horn of Africa region and globally.
