The Mastercard Foundation Scholars Program at Makerere University has been renewed for a second phase from 2023 to 2034. The program aims to provide 1000 scholarships to young African women and men admitted to both undergraduate and graduate academic programs at Makerere University’s Main Campus. The goal is to promote inclusive university education and empower young people to become transformative leaders who can contribute meaningfully to national and regional development.

Job Description
The officer will be responsible for assessing mental health and psychosocial needs among Scholars, coordinating and delivering tailored support services, maintaining confidential counselling records, and building capacity within the program to handle psychosocial issues. The officer will also oversee and liaise with partner service providers, monitor academic performance in relation to psychosocial needs, and support inclusive services for students from diverse backgrounds, including those with disabilities, refugees, mothers, and international students.
Duties, Roles and Responsibilities
Assess the mental health and psychosocial needs of different categories of Scholars
Manage and maintain a roster for Scholars’ annual check-ins with the Psychosocial Support Office
Offer tailored mental health and psychosocial support to Scholars and Alumni
Ensure inclusive services for students with disabilities, refugee status, mothers, and international students
Maintain detailed and up-to-date counselling logs
Coordinate with qualified psychosocial and wellness service providers
Oversee the services provided by internal and external partner service providers
Organize capacity-building programs for PIT, mentors, and peer buddies in basic mental health support
Utilize the student tracker system to follow up on support needs and progress
Monitor academic performance of Scholars receiving psychosocial support, in collaboration with the Academics Officer

Qualifications, Education and Competencies
A Master’s Degree in Counseling Psychology from a recognized university
A Bachelor’s Degree in Social Work, Social Sciences, Community and Organizational Psychology, or Education
Proficiency in psychosocial assessments, crisis intervention, and case management
Strong stress management and resilience-building skills
Knowledge of referral pathways and community mental health resources
Experience in maintaining counselling records for large groups
Excellent interpersonal, communication, and rapport-building skills
High ethical standards and confidentiality in handling sensitive information
Demonstrated empathy and cultural sensitivity
At least 5 years of professional experience in psychosocial support or mental health services within higher education institutions
Active membership (5+ years) in a recognized professional body such as the Uganda Counseling Association or Psychological Association of Uganda
