About the Organisation
Uganda Electricity Generation Company Limited (“UEGCL or the Company”) was incorporated in 2001 initially with the main objective to take over as a going concern the generation activities of the now defunct Uganda Electricity Board (UEB) together with all or any part of the property, assets and liabilities associated with it as was transferred to the Company by UEB in accordance with the Public Enterprise Reform and Divestiture Act. These assets transferred to the Company from UEB were principally the 180 MW Nalubaale and 200 MW Kira Hydro Power Stations located in Jinja.

Job Description
Job Title: Senior Procurement Officer
Organisation: Uganda Electricity Generation Company Limited (UEGCL)
Duty Station: Kampala, Uganda
The Senior Procurement Officer-Process Assurance will be responsible for the review, update and implementation of the internal assurance system for procurement processes including documentation of policies and standards such as quality manual, standard operating procedures, change control policy, maintenance of records, code of conduct, etc. The incumbent will be responsible for conducting independent quality assurance of the procurement process to ensure compliance with the PPDA Act and Regulation and/or Development Partner procedures and guidelines to ensure procurement processes meet highest standards of quality.
Duties, Roles and Responsibilities
Develop and implement procurement quality assurance system for compliance with PPDA Act and Regulations and/or Development Partner guidelines
The incumbent will plan and provide requisite technical support and guidance to user departments and PDU staff at key stages of the procurement process;
Keenly review all procurement related documentation to ensure compliance with the PPDA Act and Regulations and/or Development partner guidelines;
Coordinate all Procurement audits;
The incumbent will develop and implement a system of managing risks in the procurement and disposal activities and develop risk mitigation measures;
Mentor and supervise the performance of direct reports in line with the performance management system of UEGCL.
Analyze bulky procurement data to identify trends, potential risks, and areas for improvement in the procurement process
Develop and Implement quality assurance programs and controls throughout the procurement lifecycle to ensure that all processes in terms bidding documents, evaluation reports and all PDU Correspondences meet the specified quality requirements.
Collaborate with internal stakeholders (e.g., engineering, operations, and production teams) to define quality standards and expectations.
Perform any other duties as assigned by the HPDU.

Qualifications, Education and Competencies
A strong academic background supported with:
An upper second Degree in Civil Engineering, Procurement, Commerce, Business Administration, Law or any other relevant courses from a recognized University.
Possession of full CIPS qualification.
Related Job Experience/Qualification:
The Experience required to perform this job.
A minimum of seven (07)) years relevant experience in procurement in a reputable and busy organization of which five (05) should be using the PPDA guidelines and regulations.
Additional Skills:
In addition to the experience and educational requirements listed above
Demonstrated knowledge and understanding of PPDA Act, Regulations, Guidelines and procedures and procurement environment in Uganda
Demonstrated working experience in managing people.
Impeccable level of integrity
Demonstrated ability to work as part of a team and to develop subordinates;
Excellent interpersonal, particularly staff/management relation skills
Excellent oral, written and presentation skills;
Strategic thinking and ability to work and produce accurate results in an environment with multiple and challenging tasks.
Good planning and organizational skills
Good analytical and problem-solving skills
Computer literacy
