Job Description
Job Title: Senior Procurement Officer
Organisation: Tropical Bank
Duty Station: Kampala, Uganda
Reports to: Manager Administration & Procurement
Duties, Roles and Responsibilities
Develop and implement procurement strategies aligned with the bank’s goals and objectives.
Manage the end-to-end procurement process, including requisition, sourcing, purchasing, and receiving.
Conduct market analysis to identify procurement trends, opportunities, and potential risks.
Monitor contract performance and compliance, addressing any deviations or issues.
Analyse procurement spending and identify cost savings and process improvement
Implement risk management practices to mitigate procurement-related risks and maintain ethical standards.
Coordinate with the legal department to draft Service Level Agreements to execute with providers of outsourced services.
Prepare the Local Purchase Order(s) for the approved providers of outsourced services and present them to the line manager for approval.
Maintain an updated list of approved pre-qualified service providers and copies of all contracts with providers of outsourced services/arrangements.
Initiate the performance evaluation exercise of all providers of outsourced services with user departments to ensure quality service delivery.
Ensure that a needs assessment is conducted before purchasing capital items.
Prepare the annual procurement plan for review and approval by the Procurement
Prepare payment requests for approval by executive management.
Guide the user departments on procurement/outsourcing requirements.
Guide staff on all individual procurement and disposal methods and practices.
Prepare procurement documentation such as Requests for Quotations (RFQs), Requests for Proposals (RFPs), and tenders.
Schedule Contracts Committee meetings.

Qualifications, Education and Competencies
Education & Training
Bachelor’s degree in business administration, Management, Procurement, or a related field.
Professional certification CIPS/CPM is an added advantage.
Skills & Experience
At least 2 years of working experience in a procurement role, preferably in a financial institution.
Experience in both corporate and operational aspects of procurement.
Experience in managing l large procurement initiatives.
Expertise in drafting, negotiating, and managing contracts and (SLAs).
Knowledge of ethical procurement practices.
Proficiency in drafting professional correspondence, reports, and proposals.
Strong Business analysis and requirement-gathering skills.
Relationship building and troubleshooting
Excellent communication and presentation skills.
