Job Description
This role involves leading the implementation of civil and structural engineering development programs, overseeing the planning and design of buildings and public infrastructure, supervising construction projects, managing maintenance operations, and overseeing procurement and administrative functions. The officer may be deployed either at the headquarters or as a regional officer responsible for coordinating design, construction, and maintenance of public works. They will be responsible for quality control, financial oversight, and formulation of standards, as well as registration and regulation of consulting engineers and contractors.
Duties, Roles and Responsibilities
Monitor and execute specialized civil/structural engineering works.
Plan, design, and supervise construction of buildings and related structures such as swimming pools.
Conduct material investigations and research related to civil works.
Direct and control maintenance of public infrastructure.
Oversee financial management and staff supervision within the division.
As a Regional Officer:
Oversee all architectural, engineering, and quantity surveying services in the region.
Coordinate the design, construction, and maintenance of public buildings and civil works.
Supervise research activities and manage staff performance.
General Responsibilities:
Administer matters related to procurement, budgeting, and staff supervision.
Ensure design adequacy and implementation of quality control measures.
Formulate design standards and operational procedures.
Lead research on building materials, civil and marine works technologies.
Register consulting engineers and civil engineering contractors.

Qualifications, Education and Competencies
Served for a minimum of three (3) years at the grade of Chief Superintending Engineer (CSG 7).
Bachelor’s degree in Civil Engineering or its equivalent from a recognized university in Kenya.
Registered with the Engineers Registration Board of Kenya (ERB).
Possess a current valid annual practicing license from ERB.
Hold corporate membership with the Institution of Engineers of Kenya (IEK).
Demonstrated high-level professional competence, administrative capability, and technical knowledge in planning and coordinating civil and structural engineering programs.
