Job Description
Reporting to the Manager, Risk, Planning and Investments, the Senior Planning Officer will oversee the development of strategic, medium, and long-term plans in line with national priorities. The role involves data-driven planning, policy formulation, resource planning integration, and evaluation of company investments. The officer will design frameworks for investment appraisal, manage public expenditure priorities, advise on energy programs, and implement quality assurance and risk management protocols. The position also requires building collaborative relationships with stakeholders in the mining and mineral industry to support sustainable development.
Duties, Roles and Responsibilities
Develop and maintain a data bank to support planning and decision-making
Provide technical advice on planning-related matters
Prepare and coordinate annual work plans and budgets
Coordinate the formulation and execution of public expenditure policies and priorities
Develop strategic, medium- and long-term plans for the energy and mining sectors
Integrate resource planning with other management planning processes
Create standardized frameworks and models for investment evaluation
Assess proposed investments to evaluate investor capacity
Conduct periodic assessments of policies, plans, and projects to ensure targets are met
Offer technical advice on mining development
Design and implement quality assurance and risk management frameworks for the mineral sector
Establish and maintain collaborative linkages with stakeholders in the mining industry
Perform any other duties as assigned

Qualifications, Education and Competencies
Minimum Qualifications:
Bachelor’s degree in Economics, Finance, Business Administration, Statistics, Commerce, or a related field
Master’s degree in any of the above fields
Experience:
At least six (6) years of relevant professional experience
Minimum of four (4) years served at Senior Officer level in Government or an equivalent level in a reputable organization
Core Competencies:
Strong analytical and problem-solving skills
Excellent communication and interpersonal abilities
Proven project management capabilities
Sound knowledge of energy sector policies and regulations
Ability to work independently and collaboratively in a team setting
Strong organizational and planning skills
Age Requirement:
30 to 45 years
