Job Description
As part of implementing the World Bank’s FCV Strategy (2020–2025), the Senior Operations Officer will spearhead the FCV Group’s efforts in the AECE2 CMU. Responsibilities include supporting the operationalization of the Somalia Country Partnership Framework (FY24–28), managing the Somalia FCV Risk Platform, and leading the implementation of the IDA Turn Around Allocation. The role also involves supporting Kenya and Uganda in addressing subnational and cross-border fragility, political economy risk monitoring, and advancing the forced displacement agenda.
The Senior Operations Officer will coordinate with CMU staff, task teams, and external partners to provide tailored analysis, lead capacity-building efforts, and promote strategic oversight through digital tools like GEMS. They will also contribute to corporate tasks and collaborate with both internal and external stakeholders to advance the FCV agenda across the AECE2 countries.
Duties, Roles and Responsibilities
Lead FCV Group’s support to AECE2 CMU and country teams
Implement and oversee the Somalia FCV Risk Platform
Provide FCV and political economy risk analysis to support project design and implementation
Manage the IDA Turn Around Allocation for Somalia
Facilitate capacity-building and M&E through digital tools such as GEMS
Support implementation of forced displacement agenda and cross-border fragility programs
Guide inputs to key documents: CPFs, SCDs, PLRs, CCDRs, and CPSDs
Lead corporate FCV tasks and share best practices
Engage with internal stakeholders (Global Practices, Security, OPCS, LEG, etc.)
Represent the World Bank in discussions with external partners (UN, think tanks, development agencies)

Qualifications, Education and Competencies
Master’s degree in Economics, Public Policy, International Development, Political Science, or related field
Minimum 8 years of relevant work experience
Proven expertise in FCV contexts and political economy analysis
Experience in designing and implementing country engagement products in complex settings
Strong leadership, analytical, and problem-solving skills
Excellent interpersonal, diplomatic, and communication skills
Experience leading teams in dynamic, high-pressure environments
Proficiency in English (spoken and written)
Experience working with World Bank analytical products is highly desirable
Ability to work independently with minimal supervision
