About the Organisation

The Uganda Investment Authority (UIA) is a semi-autonomous government agency operating in partnership with the private sector and the Government of Uganda to drive national economic growth and development. The Authority was set up by an Act of Parliament (Investment Code 1991, which was later revised to the Edition 2000 Laws of Uganda) 2019 with the aim of promoting and facilitating private sector investment in Uganda.

The ability of the Authority to fulfill its mandate primarily lies in the way in which its Human Resource is managed from the point of entry, stay, exit and post-exit. It is a policy of UIA to attract and retain a highly qualified and competitive workforce to fulfill its mandate and hence the need to fill the vacant positions.

Job Description

Uganda Investment Authority (UIA) is a statutory agency which is mandated to promote, attract, facilitate, register, monitor and evaluate all forms of investments and business activities in Uganda as per the Investment Code Act, 2019.

It is on the basis of this mandate that UIA initiates and supports measures that enhance investments in Uganda and advises Government of appropriate policies conducive for investment promotion and growth in the country.

UIA seeks to recruit highly Competent, Experienced and Motivated qualified individuals to fill the following position

Duties and Responsibilities

  • Developing Records Management Policies and Procedures: Establishing and implementing records management policies, procedures, and guidelines in compliance with legal and regulatory requirements, industry standards, and organizational needs.

  • Strategic Planning: Developing strategic plans for records and archives management that align with the organization's goals and objectives. This involves identifying priorities, setting objectives, and allocating resources effectively.

  • Records Classification and Retention: Developing and maintaining a records classification system to organize and categorize records based on their content, value, and retention requirements. Establishing retention schedules and guidelines for the systematic disposal or preservation of records.

  • Records Storage and Access: Overseeing the storage and accessibility of records and archives in physical and electronic formats. Implementing systems and procedures for secure storage, retrieval, and access to records by authorized personnel.

  • Digitization and Digital Preservation: Developing strategies for digitizing records and archives to enhance accessibility, searchability, and long-term preservation. Implementing digital preservation measures to ensure the integrity and authenticity of digital records over time.

  • Compliance and Risk Management: Ensuring compliance with relevant laws, regulations, and standards governing records management, including data privacy, confidentiality, and retention requirements. Mitigating risks associated with records management, such as loss, theft, or unauthorized access.

  • Training and Awareness: Providing training and awareness programs for staff members on records management policies, procedures, and best practices. Ensuring that employees understand their roles and responsibilities in managing records effectively.

  • Archival Preservation: Developing and implementing strategies for the preservation of archival materials, including historical documents, photographs, maps, and artifacts. Collaborating with conservation experts and archival professionals to ensure proper care and storage of archival collections.

  • Records Disposal and Destruction: Overseeing the disposal or destruction of records in accordance with established retention schedules and legal requirements. Implementing secure disposal methods to protect sensitive information and ensure compliance with privacy regulations.

  • Quality Assurance: Establishing quality assurance measures to ensure the accuracy, completeness, and reliability of records and archives. Conducting periodic audits and assessments to evaluate compliance with records management standards and identify areas for improvement.

  • Collaboration and Stakeholder Engagement: Collaborating with internal stakeholders, such as department heads, legal counsel, and IT professionals, to address records management needs and requirements. Building partnerships with external stakeholders, such as archival institutions and regulatory agencies, to support records management initiatives.

  • Technology Management: Overseeing the selection, implementation, and maintenance of records management software and systems. Evaluating emerging technologies and best practices to enhance records management efficiency and effectiveness.

  • Disaster Recovery and Business Continuity: Developing and implementing plans and procedures for disaster recovery and business continuity in relation to records and archives. Ensuring the availability and integrity of records in the event of emergencies or disasters.

  • Continuous Improvement: Identifying opportunities for process improvements, innovation, and optimization in records management practices. Implementing best practices, standards, and lessons learned to drive continuous improvement and enhance organizational performance.

Qualifications and Competencies

  • Education: A bachelor's degree in archival science, records management, library science, information science, history, or a related field is often required. Some employers may prefer candidates with a master's degree or professional certification in archives or records management.

  • Professional Experience: Extensive experience in records management, archives management, or related fields is essential for senior executive roles. This may include at least 7-10 years of progressive experience in records management positions, with increasing levels of responsibility and leadership.

  • Knowledge of Records Management Principles: In-depth knowledge of records management principles, practices, and standards. Familiarity with records classification, retention schedules, archival preservation, and compliance requirements is essential for effective records management.

  • Leadership Abilities: Strong leadership qualities to inspire and motivate records management team members, foster teamwork, and drive performance excellence. The ability to provide clear direction, set goals, and empower staff to achieve objectives.

  • Strategic Thinking: The ability to think strategically and develop long-term strategies for records and archives management that align with organizational goals and objectives. This involves identifying priorities, setting objectives, and allocating resources effectively.

  • Technical Skills: Proficiency in records management software and systems, as well as digital preservation tools and technologies. Experience with electronic records management systems (ERMS), document management systems (DMS), and digital asset management (DAM) platforms is beneficial.

  • Compliance Knowledge: Understanding of relevant laws, regulations, and standards governing records management, including data privacy, confidentiality, and retention requirements. Ability to ensure compliance with legal and regulatory requirements related to records management.

  • Communication Skills: Excellent communication skills, both verbal and written, to effectively communicate with internal stakeholders, external partners, and other relevant parties. The ability to articulate records management strategies, policies, and procedures clearly and concisely.

  • Analytical Skills: Strong analytical skills to evaluate records management processes, identify areas for improvement, and make data-driven decisions. Proficiency in using data analysis tools and techniques to assess records management performance and effectiveness.

  • Problem-Solving Abilities: Strong problem-solving skills to address complex records management challenges, mitigate risks, and resolve issues effectively. The ability to think critically, analyze problems, and develop innovative solutions.

  • Ethical Conduct: Commitment to upholding ethical standards and integrity in records management practices. The ability to adhere to professional codes of ethics and promote transparency, fairness, and accountability in records management operations.

  • Change Management Skills: Proficiency in change management principles and practices to lead organizational change initiatives related to records management processes, systems, or strategies. The ability to manage resistance to change and facilitate successful implementation.

  • Adaptability: Flexibility and adaptability to thrive in a dynamic and evolving records management environment. The ability to adjust to changing priorities, requirements, and circumstances while maintaining focus on achieving records management objectives.

  • Continuous Learning: Commitment to ongoing professional development and staying abreast of industry trends, best practices, and emerging technologies in records and archives management. Continuously learning and adapting to changes in the records management landscape to drive innovation and efficiency.
