Lira University is one of the public Universities in Uganda. It started as a Constituent College of Gulu University in 2009 and attained autonomy as a fully-fledged Public University through an Act Parliament under Statutory Instrument 2015 No. 35 on the 16th July, 2015.
It was established on a niche of training students in Health Sciences. It has the first University Teaching Hospital in Uganda.

Lira University is a Public University pursuant to Statutory Instrument No. 35 of 16 July 2015 under The University's and other Tertiary Institutions Act 2001 (as amended 2006). Applications are invited from suitably qualified and interested candidates for the following post.
Strategic HR Planning: Develop and implement HR strategies and initiatives that align with the organization’s overall business objectives. Work with senior management to understand workforce needs and plan for future HR requirements.
Policy Development and Implementation: Create, update, and enforce HR policies and procedures to ensure compliance with labor laws and organizational standards. Address any policy-related issues and make recommendations for improvements.
Talent Acquisition: Oversee the recruitment and selection process, including creating job descriptions, managing job postings, conducting interviews, and making hiring decisions. Develop strategies to attract and retain top talent.
Employee Relations: Handle complex employee relations issues, including conflicts, grievances, and disciplinary actions. Provide guidance and support to managers and employees to resolve issues effectively and maintain a positive work environment.
Performance Management: Implement and manage performance appraisal systems. Provide support for performance evaluations, goal setting, and development plans. Address performance issues and work with employees to improve performance.
Training and Development: Identify training and development needs for employees and develop or source appropriate training programs. Ensure that employees have access to necessary development opportunities to enhance their skills and career growth.
Compensation and Benefits: Oversee compensation and benefits programs, including salary structures, benefits administration, and incentive plans. Conduct salary reviews and ensure competitive and equitable compensation practices
Compliance and Legal Requirements: Ensure the organization complies with labor laws, regulations, and industry standards. Stay updated on changes in employment law and adjust HR practices accordingly.
HR Metrics and Reporting: Analyze HR metrics and data to measure the effectiveness of HR programs and initiatives. Prepare reports for senior management on key HR metrics, trends, and issues.
Employee Engagement: Develop and implement programs and initiatives to enhance employee engagement and satisfaction. Foster a positive organizational culture and promote employee well-being.
HR Systems Management: Oversee the management and utilization of HR information systems (HRIS) to ensure accurate employee records, efficient HR processes, and data security.
Change Management: Support organizational change initiatives by managing the impact on employees, communicating changes effectively, and ensuring smooth transitions.
Leadership and Team Management: Lead and mentor the HR team, providing guidance and support to HR staff. Ensure the team is equipped with the skills and resources needed to perform effectively.
Conflict Resolution: Handle escalated employee conflicts and disputes with a focus on resolving issues amicably and in accordance with company policies.
Organizational Development: Contribute to organizational development efforts by analyzing organizational structure, processes, and culture. Recommend and implement changes to improve organizational effectiveness.

Education: A bachelor’s degree in human resources, business administration, or a related field is required. A master’s degree or MBA with a focus on HR or organizational development is often preferred.
Experience: Extensive experience (typically 5-10 years) in human resources, with a proven track record in managing HR functions, including recruitment, employee relations, performance management, and compliance.
HR Certifications: Professional certifications such as Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), or other relevant certifications are often preferred.
Knowledge of Employment Laws: In-depth knowledge of labor laws, regulations, and best practices related to employment, benefits, and workplace safety. Familiarity with local, state, and federal regulations.
Leadership and Management Skills: Strong leadership skills to manage and mentor HR staff, drive HR initiatives, and influence organizational culture. Ability to lead by example and motivate the team.
Communication Skills: Excellent verbal and written communication skills to effectively interact with employees, management, and external stakeholders. Ability to present HR information clearly and persuasively.
Analytical and Problem-Solving Skills: Strong analytical skills to assess HR metrics, identify trends, and develop data-driven solutions. Ability to solve complex HR issues and make informed decisions.
Organizational Skills: Highly organized with the ability to manage multiple HR functions and priorities simultaneously. Strong time management skills and attention to detail.
Conflict Resolution Skills: Proven ability to handle employee conflicts and grievances effectively. Skilled in negotiation and mediation to achieve fair and equitable outcomes.
Change Management Skills: Experience in managing organizational change and guiding employees through transitions. Ability to adapt HR practices to changing business needs and environments.
Customer Service Orientation: Strong focus on providing excellent service to employees and management. Ability to address employee needs and concerns in a professional and responsive manner.
Technical Proficiency: Proficiency in HR information systems (HRIS), Microsoft Office Suite (Excel, Word, Outlook), and other HR software tools. Ability to leverage technology to improve HR processes.
Ethical Conduct: High level of integrity and ethical standards, with a commitment to maintaining confidentiality and handling sensitive information responsibly.
Teamwork and Collaboration: Ability to work effectively with cross-functional teams and collaborate with other departments to achieve organizational goals.
