About the Organisation
The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).
The National Environment Management Authority (hereinafter called “NEMA”) was established under the National Environment Act, Cap.153 in May 1995 and continued under the National Environment Act No.5 of 2019 as the principal agency for environment management in Uganda charged with regulating, supervising and coordinating all activities relating to the environment.

Job Description
Job Title: Senior Environment Assessment Officer (2 Jobs)
Organisation: National Environment Management Authority (NEMA)
Duty Station: Kampala, Uganda
Reports to: Manager Environment Assessment
Duties, Roles and Responsibilities
Contribute to development and implementation of work plans and budgets
Undertake Environment and Social Impact Assessment (ESIAs) and Strategic Environment Assessments (SEAs)
Advise the supervisor on procedures, guidelines and protocols on conduct and review of (ESIAs)
Support lead agency participation in the review of ESIAs
Support capacity building activities for ESIA at all levels in Uganda
Support the development of national policy guidelines for ESIAs and SEAs
Effectively contribute to development and management of an ESIA and SEA information system as part of the overall Environment Information Management System
Support and promote applied research on best environment practices
Supervise and appraise staff
Perform any other official duties as may be assigned by the supervisor

Qualifications, Education and Competencies
An Honors Bachelor of science degree in relevant field of Environment and Natural Resources Management or Natural Sciences or Environment Engineering.
A Master’s Degree in the relevant field of Environment and Natural Resources management or Environment Engineering
Training in Environment and Social Impact Assessment
Training in Geographical Information System (GIS) and Remote Sensing
Experience:
Must have at least three (3) years relevant professional working experience in environment and social assessments in a reputable organization.
Competences and skills:
Leadership, team building and supervision skills
Strong interpersonal skills, communication and negotiation skills
Conservation planning knowledge
Good understanding of mitigation hierarchy
Excellent scholarly writing and publication skills
Excellent analytical and presentation skills
Financial and Human Resource Management skills
Excellent report writing skills
Resource Mobilization skills
Risk Management skills
Command of excellent information communication technology skills
