Job Description

Overview:
URC is seeking an experienced Senior Advisor – Family Health Quality of Care and QI (Kampala) for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, facility-level WASH services, and health systems at the regional-, district-, facility-, and community levels.

Responsibilities:
The Senior Advisor Family Health Quality of Care and QI (Kampala) is responsible for providing technical leadership to accelerate the institutionalization of quality improvement for Family Health interventions at the national and sub-national levels. S/he will work with the existing MoH QI structures to build capacity and strengthen the utilization of QI approaches to scale up the implementation of high-impact interventions for RMNCAH and Nutrition and achieve improved health outcomes.

Duties and Responsibilities

Specific responsibilities include the following:

  • Cultivate and sustain working relations and collaborations with relevant MoH entities responsible for fostering quality of healthcare across UHA’s family health scope. These include the SCAPPD, RCH, Nutrition division, clinical services and their respective TWGs and sub-committees.

  • Manage dissemination and operationalization of the RMNCAH QoC implementation guidelines as a springboard for institutionalizing QI into the RMNCAH programs at the national, regional and district levels.

  • Work with the UHA IHSD team to accelerate the uptake of key MNH, FP, CH, SSNB and nutrition care packages as prescribed by WHO and adopted by MoH.

  • Provide technical leadership, assistance, and capacity building for the application of quality improvement methods across the UHA’s Family health thematic areas, at all levels of implementation.

  • Support the project, and regional teams to design, implement, and monitor, responsive QI collaboratives and to document and disseminate results from these collaboratives for the different Family health thematic areas.

  • Identify and implement appropriate training, coaching experiential learning exchange activities, and family health QI capacity-building needs across the different levels of project implementation.

  • Work with the MoH RMC working group to integrate RMC practices in the delivery of RMNCAH services across the UHA regions. This will include the development of tools and approaches to advance RMC at the facility level.

  • Scale up data use at the sub-national level through building (data use) capacity in existing platforms like the regional performance review meetings, regional MPDSR meetings, the RECO and DICO meetings, and the Local Maternity and Neonatal systems platforms to analyze and use their data to drive action on referrals, mentorships, supply chain management and other RMNCAH HSS aspects.

  • Work with the Monitoring, Evaluation and Learning teams to establish/maintain robust QI data management systems for the different improvement collaboratives.

  • Lead the documentation and dissemination of Family Health QI-related activities, progress reports, successes, lessons learned and best practices.

  • Develop QI/QM knowledge management products and support a system for reporting, documenting, and sharing QI results at domestic and international levels.

Qualifications and Competencies

Required Experience and Qualifications

  • A bachelor’s degree in medicine and surgery MBChB, A master’s degree in public health, Epidemiology and/or management is of added advantage.

  • A minimum of six years of experience in coordination and implementation of donor-funded public health programs in Africa – experience in maternal, child health and nutrition programs at national and sub-national levels will be of added advantage.

  • A minimum of 2 years’ experience implementing WHO QoC standards across the health system and adequate knowledge of the Ugandan QI/QoC implementation guidelines.

  • Demonstratable experience in designing Family Health Quality improvement interventions.

  • Demonstrated ability and experience in leading and implementing RMNCAH QI interventions at National facility level.

  • Demonstrated understanding of maternal, newborn, child health and nutrition data that is routinely collected and reported through the MOH DHIS2, including the use of the data to inform planning and program management.

  • Other applied knowledge and skills:

  • Demonstrable excellent written and oral communication skills and must be able to communicate and coordinate effectively with GoU counterparts, donors and partners.

  • Excellent organizational and analytical skills.
