The Mastercard Foundation Scholars Program at Makerere University is a transformative initiative aimed at providing comprehensive scholarships to 1,000 academically talented yet economically disadvantaged young Africans (women and men) between 2023 and 2034. The program supports both Undergraduate and Graduate Academic Programmes at Makerere University’s Main Campus. It aims to foster inclusive university education and empower young leaders who will contribute meaningfully to national and regional development.

Job Description
The Safeguarding Liaison Officer is responsible for coordinating safeguarding activities at the program level and in collaboration with the Office of the Dean of Students at the university level. The role entails creating awareness among staff and students, managing incident reports, coordinating risk mapping exercises, maintaining safeguarding databases, and supporting the implementation of the university’s safeguarding policy.
Duties, Roles and Responsibilities
Program-Level Duties:
Coordinate safeguarding awareness creation/enhancement activities for Scholars and Program staff
Prepare program-level incident reports
Implement and monitor the Mastercard Foundation Scholars Program safeguarding checklist
Support preparation of communications on safeguarding incidents
Consolidate and manage safeguarding risks and reports in the online monitoring system
University-Level Duties (in liaison with the Office of the Dean of Students):
Organize safeguarding awareness activities for students, staff, and partners
Coordinate activities of Makerere University Safeguarding Champions
Conduct regular risk mapping and situation analyses
Establish and manage the safeguarding risk register
Track effectiveness of safeguarding initiatives
Maintain and update the University incident register
Report incidents to University Management
Monitor the implementation and review of the University Safeguarding Policy
Support the Safeguarding Steering Committee's operations
In liaison with the Gender Mainstreaming Department:
Manage the MakSafeSpace e-reporting system and coordinate response with relevant units

Qualifications, Education and Competencies
Master’s degree in Humanities or Natural Sciences from a recognized university
Bachelor’s degree from a recognized university
Diploma/Certificate in safeguarding principles and practices in higher education
Postgraduate qualification in Monitoring & Evaluation or Project Planning and Management is an added advantage
Proficiency in Microsoft Office, Google Workspace, and digital record-keeping tools
Strong confidentiality, ethical standards, and discretion in handling sensitive information
Demonstrated empathy, active listening, and support skills
Excellent analytical, communication, facilitation, interpersonal, and problem-solving abilities
Minimum of 5 years’ experience in gender equality, youth protection, social advocacy, or student welfare in higher education institutions
