Regional MEL Specialist job at Plan International

Plan International

The Regional MEL Specialist will work closely with the Plan International Country Offices and PlayMatters Consortium partners to support the collection and aggregation of key monitoring indicators, build capacity of project staff and ensure data quality. In addition, the MEL Specialist will be part of PlanBørnefonden’s Impact and Evidence Team contributing to impact reporting, learning and documentation.

  • In collaboration with the PlayMatters MEAL Team led by International Rescue Committee serve as part of the regional focal points across the three countries on KPIs, regional core indicators, regional DQAs, reporting, regional tool development, SOP adherence, and capacity building.

  • Provide MEL support to Plan International’s Country Offices ensuring M&E systems are aligned with the Consortium MEL Plan for effective monitoring of key outputs and outcomes.

  • Enhance capacity of Plan country MEAL and technical teams on indicator interpretation, adherence to SOPs and reporting timelines.

  • Work with Plan country MEAL teams to analyze routine monitoring data and contribute to efforts to build a culture of evidence and learning in the 3 countries.

  • Coordinate and lead Plan's engagement in the MERL workstreams in PlayMatters in close cooperation with the Plan Senior Programme Manager, Regional Technical Advisor and the IRC Research and Learning Advisor.

  • Support update and roll-out of country-level MEL plans in collaboration with Country Offices and Consortium partners, including country indicator frameworks and tools to measure the redesigned country level approaches under PlayMatters 2.0.

  • Support the delivery of baseline/midline/endline assessments in Plan's areas of operation.

  • Represent Plan in PlayMatters Consortium MEAL Team meetings.

  • Contribute to MEL activities and the PlayMatters’ learning agenda.

  • Coordination with PlanBørnefonden’s Impact and Evidence Team, including support with explaining/extracting data for Impact Reports and integration and dissemination of learning and evidence.

  • Ensure gender and inclusion are mainstreamed in the Consortium’s MERL work

  • Graduate degree in a relevant discipline (e.g. Development Studies, Political Science, Social Sciences, Statistics, Population Studies, Anthropology, etc.)

  • Minimum of at least seven (7) years of experience in design and implementation of monitoring, evaluation, research, and learning systems in an international context, preferably with Education and/or EiE

  • Experience with Quantitative Research Design and understanding of the link between quantitative and qualitative knowledge processes and methods (mixed methods).

  • Experience with data collection tools such as CommCare and/or KoBo Toolbox

  • Experience with databases and data analysis, including setting up dashboards e.g. Power BI

  • Well organized and able to manage several processes at once

  • Pro-active, self-motivator, able to take initiatives with limited supervision.

  • Strong cooperation and communication skills.
