About the Organisation

The Uganda Investment Authority (UIA) is a semi-autonomous government agency operating in partnership with the private sector and the Government of Uganda to drive national economic growth and development. The Authority was set up by an Act of Parliament (Investment Code 1991, which was later revised to the Edition 2000 Laws of Uganda) 2019 with the aim of promoting and facilitating private sector investment in Uganda.

The ability of the Authority to fulfill its mandate primarily lies in the way in which its Human Resource is managed from the point of entry, stay, exit and post-exit. It is a policy of UIA to attract and retain a highly qualified and competitive workforce to fulfill its mandate and hence the need to fill the vacant positions.

Job Description

Uganda Investment Authority (UIA) is a statutory agency which is mandated to promote, attract, facilitate, register, monitor and evaluate all forms of investments and business activities in Uganda as per the Investment Code Act, 2019.

It is on the basis of this mandate that UIA initiates and supports measures that enhance investments in Uganda and advises Government of appropriate policies conducive for investment promotion and growth in the country.

UIA seeks to recruit highly Competent, Experienced and Motivated qualified individuals to fill the following position

Duties and Responsibilities

  • Project Planning: Collaborating with project managers and other stakeholders to develop project plans, including defining project scope, objectives, deliverables, and timelines.

  • Resource Management: Identifying and allocating resources required for project execution, including personnel, equipment, materials, and subcontractors.

  • Design and Engineering: Contributing to the design and engineering process by providing technical expertise, reviewing specifications, and ensuring compliance with industry standards and regulations.

  • Budgeting and Cost Control: Assisting in the development of project budgets and cost estimates. Monitoring project expenditures and implementing cost control measures to ensure projects are completed within budget constraints.

  • Procurement: Coordinating procurement activities, including sourcing materials and equipment, obtaining quotes, issuing purchase orders, and managing supplier relationships.

  • Quality Assurance and Control: Implementing quality assurance processes to ensure that project deliverables meet quality standards and customer requirements. Conducting inspections and quality control checks as needed.

  • Risk Management: Identifying potential risks and developing risk mitigation strategies to minimize the impact on project objectives. Monitoring and managing risks throughout the project lifecycle.

  • Project Documentation: Maintaining accurate project documentation, including drawings, specifications, change orders, RFIs (Requests for Information), submittals, and other project-related documents.

  • Schedule Management: Monitoring project progress and ensuring adherence to project schedules. Identifying potential delays and implementing corrective actions to keep the project on track.

  • Communication: Facilitating communication among project team members, stakeholders, and subcontractors. Providing regular updates on project status, milestones, and issues to ensure alignment and transparency.

  • Health, Safety, and Environmental Compliance: Ensuring compliance with health, safety, and environmental regulations and standards. Implementing safety protocols and procedures to protect personnel and minimize environmental impact.

  • Stakeholder Management: Building and maintaining positive relationships with project stakeholders, including clients, contractors, vendors, regulatory agencies, and internal teams.

  • Problem-solving: Identifying and resolving technical challenges and issues that arise during project execution. Collaborating with the project team to develop innovative solutions and overcome obstacles.

  • Commissioning and Handover: Coordinating commissioning activities and ensuring that systems and equipment are properly tested and commissioned before handover to the client.

  • Continuous Improvement: Seeking opportunities to improve project processes, workflows, and efficiency. Collecting feedback and lessons learned to inform future projects and enhance organizational performance.

Qualifications and Competencies

  • Educational Background:

    Project engineers need a strong foundation in engineering principles and technical knowledge related to their specific field. This may include proficiency in areas such as structural analysis, construction methods, mechanical systems, electrical systems, process engineering, or software development, depending on the industry and project requirements.


  • Project Management Skills:

    Project engineers must possess project management skills to effectively plan, organize, and coordinate complex engineering projects. This includes understanding project management methodologies, creating project schedules, managing resources, and mitigating risks.


  • Communication Skills:

    Effective communication is essential for project engineers to interact with clients, stakeholders, project team members, and external vendors. Strong verbal and written communication skills are required to convey technical information clearly and facilitate collaboration.


  • Problem-Solving Abilities: Project engineers encounter various technical challenges and obstacles during project execution. The ability to analyze problems, identify solutions, and implement effective resolutions is critical for success in this role.


  • Attention to Detail: Engineering projects often involve intricate designs, specifications, and calculations. Project engineers must be detail-oriented to ensure accuracy and precision in their work.

  • Teamwork and Collaboration: Project engineers typically work as part of multidisciplinary project teams, collaborating with architects, designers, contractors, subcontractors, and other stakeholders. The ability to work effectively in a team environment and build positive working relationships is essential.

  • Adaptability: Engineering projects can be dynamic and subject to changes in scope, schedule, or requirements. Project engineers must be adaptable and flexible in response to evolving project needs.

  • Leadership Skills: While project engineers may not always have direct authority over team members, they often play a leadership role in guiding project activities, making decisions, and resolving conflicts. Strong leadership skills are valuable for effectively managing project teams and achieving project objectives.
