About the Organisation
The Consortium for Enhancing University Responsiveness to Agribusiness Development (CURAD) is a public-private partnership founded in 2012 by Makerere University, NUCAFE, and NARO. It supports farmers, agribusiness startups, and young entrepreneurs by fostering innovation, productivity, and leadership in the agricultural sector. CURAD serves as an agribusiness innovation incubator to create jobs and improve incomes.
CURAD is part of a consortium implementing the Stimulating Agribusiness For Youth Employment Project (SAYE), led by Heifer Project International in partnership with the Mastercard Foundation. The project aims to improve the socio-economic well-being of 250,000 youth (70% women, 3% with disabilities) in Uganda’s Busoga sub-region by 2029, focusing on skills development, market access, finance, and enabling environments.
CURAD specifically delivers skills development and youth empowerment in decision-making.

Duty Station: Jinja with travels in Busoga region and to different incubation centres located at Kapeeka, Namanve and Kabanyolo

Function:
The Monitoring, Evaluation, and Learning (MEL) Officer will oversee SAYE’s MEL framework, track project outcomes, and ensure compliance with reporting requirements. Reporting to the Project Manager, the role supports effective project monitoring and continuous learning to achieve its objectives.
Duties, Roles and Responsibilities

Key Responsibilities
Project Effectiveness (60%)
Implement and update the SAYE MEL framework and systems for data collection, quality assurance, and decision-making
Conduct data analysis, audits, and dissemination while maintaining accurate project databases.
Develop M&E tools and guidelines; support staff training and technical capacity-building.
Coordinate MEL activities with internal teams and external evaluators.
Reporting and Documentation (20%)
Prepare and deliver monthly, quarterly, and annual reports.
Document success stories, lessons learned, and project impacts.
Monitor and improve the quality of collected data and reports.
Management and Compliance (20%)
Ensure project alignment with monitoring and evaluation guidelines.
Maintain confidentiality and safeguard participant data.
Develop monitoring indicators and track corrective measures to keep projects on track
Organize project reviews, workshops, and dissemination of reports.
Summarize/ aggregate data at Partner level and contribute to Consortium-wide aggregation.
Manage all data properly in clean form, and analyze to use for project management, learning and meet all the reporting needs.

Qualifications, Education and Competencies
Minimum Requirements:
Bachelor’s Degree in Economics, Statistics, Social Sciences, or related fields or an equivalent with an academic focus on monitoring and evaluation or another related field with at least 4 years working experience.
At least 4 years of experience in Monitoring, Evaluation, and Learning.
Preferred Skills:
Experience with field-based programs and report writing.
Experience in managing databases and coordinating data collection and quality checks at feid level
Strong Experience and skills in data collection software such as survey CTO, Kobo, ODK, Survey solutions etc.
Proficiency in MEL, data collection, and analysis tools (SPSS, STATA).
Strong ICT skills (Excel, Word, PowerPoint).
Critical Competencies:
Strong analytical, organizational, and solutions-oriented skills.
Effective communication and report-writing abilities.
Knowledge of rural youth workforce development in East Africa.
Teamwork and participatory management skills.
