Job Description
Job Title: Project Controls Leader EPC

Duties, Roles and Responsibilities
Budget and Cost Control
Follow up of the EFC (Estimated Final Cost) for the Project, reporting the analysis on a regular basis to Management. Highlight area of concerns and potential savings and claims
Delivery of timely and accurate Budget, Forecast and Expenditure information. Including quality reports that identify areas of spend to be challenged in terms of ‘value for money’ and highlight areas of concern as well as overall trend of costs/ investigate significant trend variation whilst recognising market conditions.
Validation of the invoicing with the Cost & Planning engineers (Progress/VOs/Others)
Support to the Tilenga Cost Lead
Schedule and Progress Control, Risk
Planning system infrastructure to provide the level and quality of service required by the Package and Project Management
Progress measurement analysis with the Planning engineer to validate the monthly progress.
Analysis of the detailed Plan, identify potential conflicts and deviations and propose solutions to optimise the Overall Project Schedule.
Support to the Tilenga Planning Lead
Delivery of regular Schedule and flag of Risk slippage, inform Project Management team
Support to the risk Manager on specific topics, share important information (cost, planning, etc)
Contract
Contract Management of the EPCSS activities in close relation to the Contract Project teams
Provide all necessary support to the claim’s submission from Contractors.
Support and participate to meetings with the Law firm when necessary.
Provide support for VO analysis in close relation with the engineering, contract, and cost teams.
Reporting
Supervise the preparation of the weekly and monthly EPC Project Reports; consolidation of technical, planning and cost information for reporting to the Project teams.
Supervise and issue reporting on Cost, Planning, Contract regularly, directly or via team members
Document Control
Management of the Document controller for the EPSCC scope based in Paris and Kampala
Ensure the list of distribution list is updated regularly and documents are reviewed by teams in due time
Services / IT/ Other
Manage the EPSCC project assistant based in Paris to support the EPSCC team.
Management of the EPC Project Services activities: being the key point of contact for HR topics for the EPC teams and working closely with the Project Service Leader and Management when necessary.
Manage the IT external resource to provide IT support for the UK team.
Ensure that all IT topics are handled correctly and work closely with the IS Project coordinator based in Kampala.
Develop a strong and constructive relationship with the Contractor Project Control teams.
Facilitate the relationship between Company and Contractors EPSCC teams.
Management of the Project Services activities: responsible for the development and motivation of the team; ensure consistent working practice with the same level of information and towards common objectives that are designed to add value where possible.
Ensure that the Company policies, rules, guidelines and procedures are enforced and take any action necessary to maintain the quality of project services to the level required.

Qualifications, Education and Competencies
Degree or equivalent in a relevant discipline.
Minimum 15 years broad practical experience gained in either a Planning, Cost Control or Contracts management role within the oil and gas industry or large complex international industrial projects.
Knowledge of all phases associated with project execution, engineering deliverables, procurement, and construction deliverables.
Familiarity with Microsoft Pack, planning tools, SAP.
Excellent communication and presentation skills.
