Working Hours: Full-time

Salary: To be disclosed to shortlisted candidates

Employment Duration: 20th January 2025 to 4th November 2027

Overview:

The UCF Project Accountant is a full-time, field-based position for the project titled "Supporting New and Existing Community Conservancies, Adjacent Parks and Forests in the Kidepo Turkana Landscape of Uganda and Kenya." This three-year project is funded by the EU’s NaturAfrica programme, aimed at enhancing biodiversity and livelihoods in Africa. The programme was launched in 2021 to promote large-scale, inter-regional conservation, focusing on Key Landscapes for Conservation and Development (KLCD). This project primarily focuses on the Karamoja and Turkana transboundary meta-landscape and is implemented by the Northern Rangelands Trust (NRT) of Kenya as the Lead Agency, in partnership with the Uganda Conservation Foundation (UCF), the Uganda Wildlife Authority (UWA), and the National Forest Authority (NFA) of Uganda.

The project aims to:

  • Strengthen capacity for inclusive conservation management, planning, and implementation by improving the capability of state agencies managing wildlife and forests in protected areas, and by establishing community conservancies to restore ecological connectivity across the landscape.

  • Enhance access to equitable and sustainable green economy livelihood opportunities for all community members through the development of community-driven enterprises governed by the community conservancy process.

  • Strengthen capacity for land-use governance and natural resource management by protecting human rights and enabling structured communication and dispute resolution forums between adjoining community conservancies to mitigate and solve land-use and natural resource management conflicts.

The UCF Project Accountant will support the financial accounting requirements for UCF’s project implementation activities in Kidepo Valley National Park, surrounding NFA CFRs, and community conservancy programmes.

UCF and Partner Organizations:

  • NRT is a membership organization owned and led by 46 Community Conservancies across northern and coastal Kenya and north-eastern Uganda. The conservancies support the management of community-owned land for improved livelihoods.

  • UCF is a not-for-profit organization in the UK and Uganda, supporting Uganda Wildlife Authority to safeguard Uganda's natural heritage through wildlife conservation, park recovery, and community development initiatives. UCF has led recovery programmes in Murchison Falls, Queen Elizabeth, and Kidepo Valley National Parks.

  • UWA is a semi-autonomous government agency responsible for the conservation and management of Uganda’s wildlife, managing 10 national parks, 12 wildlife reserves, 5 community wildlife management areas, and 13 wildlife sanctuaries.

  • NFA manages Uganda’s central forest reserves on a sustainable basis and provides quality forestry products and services to government, local communities, and the private sector, managing 506 central forest reserves.

Purpose & Scope of the Role:

The Project Accountant will manage the financial transactions, expenditures, and reporting for this field-based project, ensuring complete accuracy in all finance-related aspects.

Duties, Roles and Responsibilities

Finance Management:

  • Process transactions and ensure quality assurance.

  • Enter all project-related transactions into the finance system promptly.

  • Create and enforce controls and processes aligned with UCF’s policies and guidelines.

  • Review and prepare monthly transaction listings for completeness, ensuring all required adjustments are made on time.

  • Perform cash counts and reconcile all project balance sheet accounts monthly.

  • Ensure all transactions have proper documentation, approval, and that records are appropriately filed.

  • Assist the Project Manager in preparing required budgets for UCF and internal project planning.

  • Support the annual audit process.

Reporting and Analysis:

  • Produce monthly reports as required by the projects and partners.

  • Provide financial analysis to assist decision-making.

  • Review, prepare, and consolidate financial reports for internal management purposes within required timelines.

  • Ensure adherence to project reporting schedules.

  • Provide financial explanations for reports as required.

  • Develop reporting templates and tools aligned with project requirements.

  • Collaborate with project staff to establish integrated financial management systems that meet project and audit requirements.

  • Assist in periodic review and preparation of revised project budgets.

  • Maintain a register of all project assets.

  • Develop a robust filing mechanism for all project-related expenses and costs.

  • Ensure compliance and governance across all organizational and project requirements.

  • Support team capacity-building and training needs.

  • Foster strong, positive relationships with consortium and project stakeholders.

  • Ensure the safe and secure storage of project data and information.
