The Programme Officer is responsible for effective, efficient and impactful programme implementation in line with CEHURD’s strategic plan, policies and procedures. They support programme development working in collaboration with other key departments. The job holder provides technical support to staff and key stakeholders for smooth design, implementation and reporting of programme activities and results.

  • Developing advocacy strategies: Collaborate with stakeholders to develop strategic advocacy plans that align with organizational goals and priorities. Identify key issues, target audiences, and advocacy goals to guide your efforts.

  • Researching: Conduct research on relevant topics, policies, legislation, and best practices related to your advocacy objectives. Gather data, statistics, and evidence to support your advocacy efforts and strengthen your arguments.

  • Policy analysis: Analyze existing policies, regulations, and laws that impact your cause or issue. Identify gaps, inconsistencies, or areas for improvement, and propose policy recommendations or reforms to address them.

  • Campaign planning and implementation: Plan and implement advocacy campaigns and initiatives to raise awareness, mobilize support, and influence decision-makers. Develop campaign materials, messaging, and outreach strategies to engage target audiences effectively.

  • Networking and coalition-building: Build relationships with key stakeholders, including government officials, policymakers, community leaders, advocacy groups, and other relevant organizations. Collaborate with partners to amplify your advocacy efforts and leverage collective influence.

  • Community engagement: Engage with community members, grassroots organizations, and affected populations to understand their perspectives, concerns, and priorities. Empower community members to participate in advocacy activities and amplify their voices.

  • Media relations: Work with media outlets and journalists to raise awareness of your advocacy issues and campaigns. Develop press releases, media kits, and other materials to disseminate information and attract media coverage.

  • Public speaking and presentations: Represent your organization or cause at public events, conferences, forums, and meetings. Deliver presentations, speeches, or testimonials to educate audiences, inspire action, and advocate for change.

  • Monitoring and evaluation: Monitor the progress and impact of advocacy initiatives and campaigns. Collect data, track outcomes, and evaluate the effectiveness of advocacy strategies. Use evaluation findings to refine approaches and improve future advocacy efforts.

  • Capacity building: Provide training, guidance, and support to staff members, volunteers, and partners involved in advocacy activities. Build their skills, knowledge, and confidence to effectively advocate for the cause.

  • Policy advocacy: Engage in direct advocacy with policymakers, legislators, and government agencies to influence policy decisions, laws, and regulations. Advocate for policy changes that advance your cause and address the needs of your target population.

  • Legal advocacy: Work with legal experts or organizations to pursue legal actions or challenges that support your advocacy objectives. Advocate for legal reforms, protections, or remedies to address injustices or systemic issues.

  • Should hold a Bachelors’ Degree in Law, Human Rights, Social Sciences, Gender studies, Economics, Public Health, development studies or any related qualifications.

  • Post graduate training in Project planning and Management, human rights, public health, social sciences, gender studies, monitoring and evaluation and related fields is an added advantage.


Job related experience and knowledge:

  • At least 5 years of experience in advocacy in health and / or human rights fields

  • NGO experience is essential

  • Research experience is an added advantage

  • Presentation skills and proficiency in MS office are critical

  • Good oral and written communication skills.

  • Previous experience of project/programme management is essential.

  • Experience of Monitoring, Evaluation and Learning is an added advantage
