Job Title: Programme Officer - Child Protection

Duty Station: Mayuge, Uganda
The Programme Officer - Child Protection will oversee the effective implementation of child protection interventions within the Family Strengthening Programme (FSP). The officer will be responsible for building the capacity of caregivers, community-based partners, and child protection structures to protect children, respond to their needs, and reduce their vulnerability to violence and abuse. The role involves strengthening referral systems, facilitating life skills development, and enhancing community awareness to prevent child rights abuses. The officer will also provide technical support to KIPs and community child protection structures while ensuring documentation and reporting of emerging child protection issues.
Duties, Roles and Responsibilities
Program Implementation:
Coordinate and train community volunteers and stakeholders on vulnerability assessments to identify program participants.
Provide technical support for developing entry and exit strategies to ensure sustainability of child protection initiatives.
Facilitate annual Organization Capacity Assessments (OCAs) for KIPs.
Collaborate with the National Safeguarding Focal Person to implement child safeguarding initiatives in the community.
Build the capacity of community structures and families to deliver quality child protection interventions.
Promote quality parenting through the implementation of the Parenting for Respectability (PFR) model.
Facilitate timely implementation of approved project plans and budgets.
Support program participants in accessing social protection services.
Report safeguarding issues in line with organizational policies and local procedures.
Programme Planning and Financial Management:
Support the development of annual community development plans for KIPs and community structures.
Facilitate participatory assessments to identify root causes of vulnerability at family and community levels.
Assist in developing Family Development Plans and Community Economic Development Plans.
Ensure timely submission of financial accountabilities for program activities and adherence to procurement policies.
Children and Youth Access to Essential Services:
Facilitate access to essential services for families and children, including education, healthcare, and nutrition.
Train children and youth on child rights and responsibilities.
Ensure access to vital registration documents such as birth certificates and national identification.
Capacity Building of Families:
Train community facilitators to lead Family Development Planning processes.
Organize capacity-building sessions for families/caregivers on child rights, gender, and paralegal services.
Strengthen community structures to support child care and protection initiatives.
Networking and Partnerships:
Collaborate with local government departments, community structures, and other stakeholders for effective service delivery.
Facilitate child protection events such as International Family Day and Day of the African Child.
Develop partnerships that support child protection initiatives and promote community-based networks for sustainability.
Monitoring and Evaluation:
Monitor and manage child protection case processes at the community level.
Facilitate participatory monitoring and evaluation of child protection interventions.
Collect and analyze data to track program progress and inform decision-making.
Organize project reviews with community stakeholders and service providers.
Reporting, Resource Management, and Documentation:
Prepare and submit timely progress reports on child protection interventions.
Document success stories, lessons learned, and best practices.
Maintain accurate records of program families and child protection cases.
Ensure proper accountability and documentation of program resources.

Qualifications, Education and Competencies
Education:
Bachelor’s degree in Community/Organizational Psychology, Social Sciences, Social Work, Social Administration, Development Studies, or a related field.
Experience:
At least 5 years of experience in community development, focusing on child protection, gender, parenting skills, and family development.
Proven expertise in capacity building, project management, proposal writing, and partnership development.
Experience in implementing the Parenting for Respectability (PFR) model, gender-focused initiatives, and GBV prevention.
Skills and Competencies:
Strong knowledge of child safeguarding policies and practices.
Excellent facilitation, community engagement, and mobilization skills.
Proficient in project monitoring, evaluation, and reporting.
Exceptional communication and interpersonal skills to build relationships with stakeholders.
Ability to manage and supervise community-based structures effectively.
