Job Description
The Program Operations Lead is responsible for leading and supporting assigned country programs to achieve key performance indicators, ensure operational quality and compliance, and foster strategic partnerships. The role will involve budget planning, systems strengthening, program monitoring, capacity building, knowledge sharing, and fostering innovations for impact scalability. The incumbent will support strategic alignment with Heifer’s operational standards and ensure the successful start-up and close-out of programs. The position requires significant leadership, planning, and communication skills, as well as the ability to build collaborative partnerships.
Duties, Roles and Responsibilities
A. Strategy Implementation, Program Administration, and Systems Strengthening (30%)
Support country-level KPIs achievement and timely reporting
Establish administrative policies and procedures
Monitor compliance with organizational and country-specific policies
Coordinate strategic planning and ensure timely communication with stakeholders
Assist with budget and work plan development
Conduct annual supplier reviews and maintain legal compliance
B. Program Excellence (20%)
Lead semester reforecasts and knowledge management
Promote innovation and strategic planning for high-impact delivery
Conduct performance reviews and ensure quality reporting
Review reports, audits, and support continuous improvement
C. Strategic Partnership Development and Engagement (20%)
Manage partnerships and ensure transparency and accountability
Develop tools and strategies for partnership engagement
Strengthen fundraising capacities of local partners
Represent Heifer in external professional and donor forums
D. Operational Excellence and Leadership (25%)
Ensure proper project start-up and close-out
Support recruitment, onboarding, and operational efficiency
Build and inspire country teams
Provide backstopping for transitional processes
E. Other Duties (5%)
Perform any other tasks as assigned

Qualifications, Education and Competencies
Minimum Requirements:
Master’s Degree in Social Sciences, Business Administration, or related field
10–15 years of relevant experience, including 5 years in a supervisory role
Experience managing large-scale, complex programs
Strong background in value chain and market systems development
Critical Proficiencies:
Strategic planning and budgeting expertise
Strong monitoring and evaluation skills
Experience with poverty alleviation, food security, and sustainability programs
Proven team and conflict management skills
Excellent interpersonal and communication skills
Familiarity with donor compliance and grant management
Innovative and analytical thinking
Cross-cultural competence and flexibility
