Job Description

Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) undertake medical research to test HIV vaccines. Over the years, MUWRP's portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, Emerging Infectious Diseases Program (EIDP) for surveillance of influenza and influenza-like viruses and other emerging infections in humans and animals; also, a PEPFAR funded program in HIV treatment, care and prevention in the districts of Kayunga, Mukono, Buvuma, Buikwe, Luwero, Nakasongola. Additionally. MUWRP seeks to fill the following position.
Contract Tenure: 1 year with a possibility of extension subject to the needs of the Organization

Duties and Responsibilities

Program Leadership and Management

  • Strategic Planning: Leading the development and implementation of strategic plans for HIV prevention, care, and treatment programs.

  • Program Oversight: Providing overall management and oversight of program activities, ensuring alignment with organizational goals and donor requirements.

  • Budget Management: Managing program budgets, monitoring expenditures, and ensuring financial accountability.


Technical Guidance and Capacity Building

  • Technical Expertise: Providing technical leadership and expertise in HIV prevention, care, and treatment strategies.

  • Capacity Building: Building the capacity of program staff and partners through training, mentoring, and technical assistance.

  • Quality Assurance: Ensuring adherence to national and international guidelines, standards, and best practices in HIV/AIDS programming.


Monitoring and Evaluation (M&E)

  • M&E Framework: Developing and implementing monitoring and evaluation frameworks to track program progress and impact.

  • Data Analysis: Analyzing program data to assess effectiveness, identify gaps, and inform programmatic decisions.

  • Reporting: Preparing regular reports and presentations on program outcomes for stakeholders and donors.


Partnership and Stakeholder Engagement

  • Collaboration: Building and maintaining effective partnerships with government agencies, NGOs, community-based organizations, and other stakeholders.

  • Advocacy: Advocating for policies and resources to support HIV prevention, care, and treatment efforts at local, national, and international levels.

  • Representation: Representing the organization in meetings, conferences, and working groups related to HIV/AIDS.


Research and Innovation

  • Innovation: Promoting innovation and best practices in HIV prevention, care, and treatment through research and pilot initiatives.

  • Knowledge Sharing: Facilitating the dissemination of lessons learned, best practices, and research findings within the organization and externally.


Team Leadership and Supervision

  • Team Management: Supervising and providing leadership to a team of program staff, ensuring collaboration, professional development, and performance management.

  • Coordination: Coordinating activities across different departments or teams within the organization to achieve program goals.

Qualifications and Competencies

Educational Requirements

  • Advanced Degree: A master's degree or higher in public health, epidemiology, medicine, nursing, social sciences, or a related field. A medical degree (MD) or Ph.D. may be advantageous.


Professional Experience

  • Experience: At least 7-10 years of progressively responsible experience in HIV/AIDS prevention, care, and treatment programs, with a focus on technical leadership and management.

  • Leadership: Proven experience in leading teams and managing complex health programs, preferably in international or global health settings.

  • Project Management: Strong project management skills, including planning, implementation, monitoring, and evaluation of health programs.


Skills and Competencies

  • Technical Expertise: In-depth knowledge of HIV/AIDS prevention, care, and treatment strategies, including biomedical, behavioral, and structural interventions.

  • Strategic Thinking: Ability to think strategically, analyze complex problems, and develop innovative solutions.

  • Communication Skills: Excellent interpersonal, written, and verbal communication skills for effective communication with diverse stakeholders.

  • Team Building: Strong leadership and team-building skills to motivate and manage a multidisciplinary team.
