About the Organisation
The government of the Republic of Uganda was allocated grant funds (the "Grant) from the World Bank which are administered by the International Development Association (IDA) (the "Bank") towards implementation of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project.
The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. The ministry of Gender, Labor and Social Development (MGLSD) is the lead implementing Agency with the Private Sector Foundation Uganda as an implementing Entity.
The Ministry of Gender, Labour and Social Development (MGLSD) is a government body in Uganda that focuses on promoting and supporting gender equality, social development, and the protection of vulnerable groups. The Ministry is responsible for various projects and programs aimed at improving the well-being of individuals and communities in Uganda.

Job Description
The Procurement Officer will be responsible for assisting in the preparation and review of the Project Procurement Plan, ensuring timely submission of procurement exchanges through the Bank’s online procurement system (STEP), and coordinating with stakeholders throughout the procurement cycle. They will also assist in preparing bidding documents, procurement reports, and progress updates. Additionally, the officer will mentor staff, ensure compliance with procurement guidelines, and facilitate post-procurement reviews. The role also involves managing procurement documentation, preparing contracts, and maintaining a record-keeping system for audits.
Duties, Roles and Responsibilities
Assist in preparing, reviewing, and monitoring the implementation of the Project Procurement Plan.
Ensure timely submission of procurement plans and updates to the World Bank.
Submit procurement exchanges in the STEP system in a timely manner.
Coordinate procurement activities and communication between stakeholders.
Prepare bidding documents, request for proposals, and consultant shortlists in collaboration with technical departments.
Mentor and build the capacity of Ministry PDU staff on procurement management.
Prepare monthly procurement progress reports, highlighting any constraints or issues.
Enhance the efficiency of the Procurement Data Management system and establish a filing system.
Participate in the preparation of the Project Operations Manuals and Annual Work Plans.
Report any fraud, corruption, or governance issues related to procurement.
Facilitate Post Procurement Reviews (PPR) and implement PPR recommendations.
Maintain an up-to-date Procurement/Contract Register and monitor contract progress.
Provide support in the resolution of procurement-related issues, ensuring adherence to terms and conditions.

Qualifications, Education and Competencies
Master's degree in Procurement, Business Administration, or a related field.
Bachelor's degree in Procurement and Supply Chain Management, Commerce (Procurement option), or a related discipline.
Chartered Institute of Procurement & Supply qualification (MCIPS) is required.
Minimum of six (6) years of experience in procurement services, with demonstrated experience in procuring goods, services, works, and consulting services.
Previous experience in processing high-value contracts subject to international competition.
Strong understanding of the PPDA procurement rules and procedures.
Excellent communication skills (both oral and written).
High level of interpersonal and management skills and ability to work with teams.
Ability to work under pressure and meet tight deadlines.
Proficient in MS Word, MS Excel, and other relevant computer skills.
