Job Description
The Procurement Officer will oversee procurement planning, supplier management, contract negotiation, compliance monitoring, and cost control. They will work closely with internal teams to forecast procurement needs, ensure timely and quality deliveries, and maintain procurement records. The role requires a strong understanding of procurement policies, risk management, and financial efficiency in procurement operations.
Duties, Roles and Responsibilities
Procurement Planning and Strategy:
Develop and implement procurement plans based on administrative and programmatic needs.
Collaborate with finance, operations, and program teams to forecast procurement requirements.
Ensure compliance with donor regulations, organizational policies, and legal requirements.
Assist in building a robust contract management system for all procurement contracts.
Supplier Management:
Identify, evaluate, and establish relationships with reliable suppliers and service providers.
Conduct market research to assess price trends and supplier capabilities.
Negotiate contracts, terms, and pricing to optimize cost savings and ensure value for money.
Maintain and update a database of pre-qualified suppliers and vendors.
Procurement Process Execution:
Prepare and issue purchase orders, request for quotations (RFQs), and tenders.
Evaluate supplier bids and proposals based on quality, cost, and compliance with standards.
Monitor delivery timelines and inspect goods upon receipt to verify quality and quantity.
Ensure complete and accurate procurement documentation.
Compliance and Risk Management:
Ensure procurement activities adhere to ethical standards, donor regulations, and anti-corruption policies.
Identify and mitigate procurement risks, including fraud and supplier non-performance.
Maintain proper documentation and audit trails for transparency and accountability.
Budget and Cost Control:
Align procurement expenditures with organizational budgets in collaboration with finance teams.
Track procurement expenditure and implement cost-saving initiatives.
Optimize procurement strategies for financial efficiency while maintaining quality.
Stakeholder Engagement:
Coordinate with internal teams to ensure timely and accurate procurement processes.
Engage with regulatory authorities and industry networks to stay updated on procurement best practices.
Reporting and Record Keeping:
Maintain accurate procurement records, including purchase orders and supplier agreements.
Prepare and submit procurement reports for management and donor reviews.
Support audits by providing necessary documentation and reports.

Qualifications, Education and Competencies
Qualifications:
Bachelor’s degree in Procurement, Supply Chain Management, or a related field.
Professional certification such as CIPS (Chartered Institute of Procurement and Supply) or CPSM (Certified Professional in Supply Management) is an added advantage.
Experience and Knowledge:
Minimum of 5 years of experience in procurement or a similar position.
Strong understanding of international trade laws, import regulations, and logistics.
Proficiency in procurement software and ERP systems.
Ability to multitask and work effectively in a fast-paced environment.
