Job Description
The Procurement Officer will oversee the procurement process, ensuring the timely and cost-effective acquisition of goods, services, and works in alignment with organizational goals. This includes compiling and managing the procurement plan, handling tendering processes, monitoring supplier performance, and maintaining procurement records. The officer will also ensure compliance with procurement laws and best practices, collaborate with internal departments to meet procurement needs, and support contract administration.
Duties, Roles and Responsibilities
Develop and implement procurement strategies, policies, and procedures.
Compile and manage the annual procurement plan to forecast procurement needs.
Prepare and process tender documents, quotations, and contracts in compliance with procedures.
Coordinate the tender opening process and lead bid evaluations.
Work closely with the Finance department to ensure timely and accurate supplier payments.
Monitor the delivery of goods and services, ensuring compliance with contract terms.
Generate procurement reports, including supplier performance evaluations.
Maintain an updated supplier database and pre-qualify competent service providers.
Promote awareness and ensure compliance with the Public Procurement Act.
Maintain procurement records, including a tender opening register.
Administer contracts and monitor supplier performance against agreed terms.
Collaborate with departments to inspect goods and services for quality assurance.
Support the disposal of unneeded assets according to relevant guidelines.
Perform any other duties as assigned by management.

Qualifications, Education and Competencies
Bachelor’s degree in Procurement, Logistics, Supply Chain Management, or a related field.
Professional certification in Procurement (e.g., CIPS or KISM) is an added advantage.
In-depth knowledge of ERP systems and procurement software.
Active membership in a relevant professional body (e.g., CIPS, KISM) in good standing.
Minimum of five (5) years of experience in a busy procurement environment.
