Job Title: Procurement Officer (Fresher Jobs)

Duties, Roles and Responsibilities
Procurement Planning & Strategy:
Develop and implement procurement strategies to meet the needs of the construction, sale, and maintenance projects for condominiums.
Work closely with project managers, construction teams, and the maintenance department to understand project requirements and timelines for material and service needs.
Plan and forecast procurement needs, ensuring that adequate resources are available when required and in line with project schedules.
Vendor & Supplier Management:
Identify, evaluate, and select suppliers and vendors for construction materials, equipment, maintenance services, and other related goods.
Establish and maintain strong working relationships with vendors, negotiating favorable terms, prices, and delivery schedules.
Conduct periodic supplier evaluations to ensure compliance with contractual terms, quality standards, and delivery timelines.
Manage vendor contracts, ensuring that agreements are adhered to and that any issues are promptly addressed.
Purchase Order & Contract Management:
Prepare and issue purchase orders for materials, equipment, and services required for ongoing and upcoming construction and maintenance projects.
Review and negotiate contracts with suppliers and service providers, ensuring that they meet Buildnet Uganda’s requirements and are cost-effective.
Track and monitor procurement contracts to ensure timely delivery and compliance with agreed terms.
Ensure all procurement activities are documented, including purchase orders, contracts, and correspondence with vendors.
Material Sourcing & Inventory Management:
Source and procure construction materials (e.g., cement, steel, paints, fixtures) and maintenance supplies (e.g., cleaning products, landscaping tools) in line with project specifications and budget.
Coordinate with the warehouse and maintenance teams to monitor stock levels, track material usage, and ensure the timely replenishment of inventory.
Ensure that the quality of materials procured meets industry standards and project specifications, conducting quality checks as necessary.
Manage the storage and handling of materials and ensure that they are stored safely and are readily available when needed.
Cost Control & Budget Management:
Work within project budgets to source materials and services at competitive prices without compromising on quality or timeliness.
Monitor market trends and price fluctuations, sourcing materials and services from the most cost-effective suppliers while maintaining the quality required.
Assist in developing and managing procurement budgets, ensuring that procurement activities remain within the allocated financial constraints.
Track expenditures related to procurement, and prepare regular reports on procurement costs, savings, and variances for management review.
Compliance & Legal Requirements:
Ensure that all procurement activities comply with local laws, regulations, and company policies.
Maintain up-to-date knowledge of procurement best practices, industry standards, and any changes in relevant regulations that may impact procurement.
Assist with audits of procurement processes, ensuring transparency, efficiency, and accountability in all procurement activities.
Manage procurement documentation and contracts to ensure compliance with company policies and relevant legal requirements.
Coordination with Construction & Maintenance Teams:
Collaborate closely with project managers and the construction team to ensure that materials and services are procured in line with project timelines and specifications.
Work with the maintenance department to ensure the timely procurement of goods and services for property upkeep, ensuring minimum downtime and effective maintenance operations.
Respond to urgent or last-minute procurement needs for both construction and maintenance, ensuring that delays do not impact the progress of projects.
Sustainability & Risk Management:
Assist in the identification and procurement of sustainable materials and services that align with Buildnet Uganda’s commitment to environmental responsibility.
Assess and manage procurement risks, including supply chain disruptions, price volatility, and quality concerns, to minimize the impact on operations and projects.
Ensure that all purchased goods meet environmental standards and regulations, and that suppliers adhere to ethical practices.
Reporting & Documentation:
Maintain accurate records of all procurement transactions, including quotes, purchase orders, contracts, and receipts.
Prepare regular procurement reports for senior management, detailing progress, challenges, and opportunities for cost-saving initiatives.
Maintain up-to-date supplier databases and ensure that all procurement documentation is accessible and organized for easy reference.

Qualifications, Education and Competencies
Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Construction Management, or a related field.
Professional certification an added advantage.
Experience:
At least 3 years of experience in procurement, with a focus on construction materials, real estate, or property management.
Experience in negotiating with suppliers, managing contracts, and handling large-scale procurement activities.
Familiarity with procurement software (e.g., SAP, Oracle, or similar platforms) and Microsoft Office Suite.
Skills:
Strong negotiation and vendor management skills.
Excellent communication skills, with the ability to liaise with various departments and external suppliers.
In-depth knowledge of procurement best practices, construction industry materials, and services.
Strong analytical and problem-solving skills with the ability to assess and mitigate procurement risks.
Ability to manage multiple procurement processes simultaneously, ensuring timely and cost-effective outcomes.
Personal Attributes:
Detail-oriented and organized, with the ability to track and manage complex procurement processes.
High level of integrity and professionalism in managing supplier relationships and handling procurement transactions.
Proactive, with the ability to anticipate and address procurement challenges before they affect project timelines or budgets.
Team player, able to work collaboratively with construction, sales, and maintenance teams.
Strong decision-making skills, with a focus on optimizing costs without compromising quality.
