About the Organisation
Uganda AIDS Commission (UAC) was set up by an Act of Parliament (Cap 208) in 1992. The Commission’s mandate is to coordinate and oversee the prevention and control of HIV and AIDS activities in Uganda. The Commission does not engage in direct implementation of interventions but takes strategic leadership in effective harmonization of action by the various players, within agreed policy and programs under thePrinciples of “Three Ones”:

» One Strategic Plan
» One Monitoring and Evaluation Framework
The Institution is composed of both the Commission (Board) and Secretariat (Management). In 2015, Uganda AIDS Commission developed a Strategic Plan (2015/16 – 2019/20) to achieve its Vision, Mission, Goal and Objectives.
Uganda AIDS Commission (UAC) was established in 1992 by an Act of Parliament (Cap 208) and is under the Office of the President of the Republic of Uganda. The Act provides for the Commission to Oversee, Plan and Coordinate AIDS Prevention and Control activities throughout Uganda.

Job Description
Job Title: Procurement Assistant
Organisation: Uganda AIDS Commission (UAC)
Duty Station: Kampala, Uganda
Reports to: Procurement Officer
Responsible for raising purchase orders and maintaining procurement records, assist in contractor selections by gathering procurement specifications and tender bids received from suppliers.
Duties, Roles and Responsibilities
Responsibilities:
Prepare purchase requisitions, and issues purchase orders and contracts in accordance with PPDA guidelines.
Prepare submissions to contracts committee meetings
Receive and open bids
Issue bidding documents to the shortlisted bidders
Draft supplier contracts and Local Purchase Orders,
Issue Local Purchase Orders and signed Contracts to providers
Prepare bid awards (BEB) for approval by the Accounting Officer.
Issue BEBs to providers
Prepare payment documents to be submitted to Directorate of Finance and Accounts
Capture weekly data entries of procurement activities (procurement status report) for both ongoing and completed in the procurement
Handle documentation for Micro Procurements.
Follow up with suppliers to ensure that all goods and services have been made in the required timelines.
Maintain and keep an up to date filing system for procurement files for ease reference
Draft weekly, monthly and quarterly procurement reports
Make entries of procurement activities into the Government Procurement Portal (GPP)

Qualifications, Education and Competencies
Qualifications:
A Bachelors of Procurement and Supply Chain Management or Bachelor of Procurement and Logistics Management from a recognized Awarding Institution.
Experience:
At least 3 years working experience at the level of stores Assistant in a public or any other reputable private Organization
Competences:
Records and information management
Supply Chain
Effective Communication Skills
Ethics and integrity
Information Technology
