Job Description
Job Title: Procurement and Supply Chain Advisor
Organisation: Medical Access Uganda Limited (MAUL)

Reports to: Senior Programs Director
To provide technical leadership and guidance on implementation of strategies that improve performance of supply chain projects across the organization while ensuring quality, value for money, transparency, integrity and compliance with Policies and donor regulations.
Duties, Roles and Responsibilities
Responsibilities:
Lead the development and monitoring of procurement plans and budgets and ensure they are integrated into the overall procurement plans for all procurement projects.
Manage the process of health product selection in accordance with the client requirements such as National Treatment Guidelines and Policies, National Drug Authority Register, US-FDA and USAID standards and guidelines.
Guide the Medical Access Procurement Agency and the Procurement Adjudication Committee on the implementation of the Procurement Manual and Guidelines including conducting training, monitoring compliance and revision of the Procurement Manual and Guidelines
Manage the implementation of the e-procurement system in the procurement agency by ensuring procurement officers and assistants use the system in their day implementation of procurement processes.
Oversee the implementation of the decentralized electronic document management system and share monthly status updates with the corporate documents Management system steering committee.
Liaise with Ministry of Health officials. funding agencies, Quality assurance contractors and other stakeholders to ensure approval of procurement plans, product specifications, supply plans, and budgets for integration into the National procurement plan.
Support the implementation of the Quality Management System, Quality Management System Policy, Manual. Work plans and ISO internal audits.
Provide Supply chain management expertise and lead projects using the most current principles for Supply Chain system design and implementation, technical assistance and advisory services for key projects and clients.
Supervise and provide technical leadership for the successful execution of the organization’s health supply chain operations in countries where we operate.
Support the preparation of Quality Assurance documentation for submission to government or third-party partners such as USAID’S Global Health Supply Chain _ Quality Assurance Program
Global Health Supply Chain _ Quality Assurance Program, or client Contracting Officer’s for Authorization, sample processing, among others.
Collaborate with other 3rd party partners to develop product specific sampling and testing plans and monitor the implementation of the above and all systems that lead to product safety and security.
Maintain an efficient records management system that includes the Standard Bidding Document, supplier bids, evaluation reports, supplier awards & freight forwarder call- off orders, and contract management correspondences.
Ensure the procurement process complies with the Medical Access Policy and Procedure Manual and USAID or donor rules and regulations.
Support the management of supplier contracts from issue through implementation to closure as well as the evaluation of supplier performance.
Oversee the preparation of weekly and monthly management reports.
Conduct comprehensive Quality Assurance reviews of Procurement team documents before they are presented to Procurement Adjudication Committee. Train, mentor, and coach apprentices & procurement team in the Procurement related activities.
Supervise staff to ensure adherence to and timely implementation of the procurement work plans.
Contribute to company project deliverables, including documentation of best practices in supply chain system strengthening activities.
Maintain compliance with Organizational and client policies and procedures ensuring that standard operating procedures and guidelines are implemented.
Prepare monthly, quarterly, and annual technical reports as required.
Perform other duties and responsibilities as required.

Qualifications, Education and Competencies
Qualifications:
8 to 10 years’ relevant work experience in procurement with a reputable organization.
Master’s degree in business administration, Supply Chain Management Logistics, and Inventory Management, CIPS, Operations and Public Health or any other related field.
A first-level university degree with a relevant combination of academic qualifications and Six (7) years of additional experience related to the position may be accepted in lieu of the master’s degree.
Professional qualification in CIPS is an added advantage.
Knowledge of the Public Procurement and Disposal of Public Assets, National Drug Authority, National Treatment, U.S. Food and Drug Administration, World Health Organization, USG, and Global fund guidelines.
