Job Description
The Procurement and Logistics Officer is responsible for ensuring the procurement processes and logistics activities for Lifewater International’s Tanzania programs are efficient, timely, and compliant with internal and national standards. The officer will prepare procurement plans, handle supplier relations, oversee contract management, manage inventory, and ensure the timely delivery and quality of goods and services. Additionally, the officer supports vehicle logistics, fuel management, and equipment maintenance scheduling. The role requires a high level of integrity, analytical thinking, multitasking, and familiarity with procurement ethics and donor compliance.
Duties, Roles and Responsibilities
Procurement Operations
Draft and implement the annual procurement plan
Prepare requests for quotations and purchase orders
Maintain supplier databases and update prequalified supplier lists
Ensure quality checks and delivery timelines are met
Liaise with finance for payments and compliance
Prevent fraud and manage procurement risks
Contract Management
Manage supplier contracts and performance
Maintain contract registers and purchase records
Reconcile invoices and manage bid documents
Logistics and Administration
Oversee transportation, delivery, and goods storage
Handle customs clearance and insurance of vehicles and assets
Support staff training on procurement policies
Conduct market surveys and site visits
Fixed Assets and Inventory Management
Perform periodic inventory counts
Maintain stock movement and inventory records
Key Performance Indicators
Consolidated procurement plan
Updated prequalified supplier list
Timely procurement and supplier payment
Effective contract management

Qualifications, Education and Competencies
Education:
Bachelor’s degree in Procurement and Supply Chain Management, Stores and Supplies Management, Logistics, or a related field
CPSP certification is an added advantage
Experience:
Minimum 3 years of procurement and logistics experience
Familiarity with procurement ethics and donor regulations
Experience with MS Office and cloud-based file systems (e.g., SharePoint, OneDrive)
Competencies:
Strong problem-solving, analytical, and organizational skills
High integrity and attention to detail
Effective communication and teamwork
Ability to prioritize and multitask
