Job Description
The PSHE will be responsible for:
Communicating the provisions of the Safety, Health, and Environment Manual to staff.
Providing professional guidance and proactive follow-up on all safety, health, and environmental matters.
Promoting safety, health, and environment (SHE) requirements across all URC work streams and processes.
Ensuring that all URC assets, sites, estates, and facilities meet and continue to observe all requisite safety, health, and environment requirements in line with Ugandan laws.
Developing and implementing strategies to improve and mainstream safety, health, and environment practices.
Providing regular and timely reports on performance expectations related to SHE requirements.
Arranging and ensuring appropriate training is provided to all staff as per laws and regulations.
Ensuring environmental and social safeguards are planned and implemented for projects and initiatives.
Coordinating with all security agencies for the safety of the Corporation’s assets and installations.
Duties, Roles and Responsibilities
Promote the adherence to the Safety, Health, and Environment Manual.
Ensure compliance with all safety, health, and environmental requirements across URC’s operations.
Monitor and report on the effectiveness of safety, health, and environmental strategies.
Facilitate training for staff on safety and health procedures.
Coordinate with security agencies to ensure the protection of URC’s assets.
Develop and implement improvements for SHE practices in all work streams.
Ensure environmental and social safeguards are considered and implemented for all projects.

Qualifications, Education and Competencies
Qualifications:
A Bachelor’s degree in Social Sciences, Environmental Management, Engineering, or a related field from a recognized university.
Additional training or qualifications in safety at the diploma, postgraduate, or relevant level from a recognized institution.
A Master’s degree in a relevant field is an added advantage.
Experience:
At least 6 years of relevant professional experience in safety, health, and environment (SHE) in the public or private sector, with at least 3 years at a senior officer level in the transport sector.
Demonstrated experience in managing SHE requirements in a complex environment.
Competencies:
Strategic thinking and the ability to implement long-term SHE plans.
Strong understanding of SHE laws, regulations, and practices in Uganda.
Proven experience in stakeholder engagement, especially with government offices.
Ability to develop and implement safety, security, and environmental plans.
Excellent communication, negotiation, and presentation skills.
