The Secretary Education Service Commission would like to inform the general public that the Commission has advertised various posts that exist in the Training Institutions of Vocational, Technical Colleges and UPIK under TVET, University Education and Training Departments and Ministry of Education and Sports Headquarters under Guidance and Counselling. Instructional Materials Unit and Special Needs Education.
Leadership and Management:
Lead the development and implementation of health and safety policies and procedures.
Manage the health and safety team and oversee their activities.
Provide strategic direction on health and safety issues to the institute's management.
Policy Development and Implementation:
Develop, review, and update health and safety policies to ensure compliance with national and international standards.
Implement health and safety policies across all departments and ensure adherence.
Risk Management:
Conduct regular risk assessments and safety audits to identify potential hazards.
Develop and implement risk mitigation strategies.
Monitor and review the effectiveness of risk management processes.
Training and Education:
Design and deliver health and safety training programs for staff, students, and contractors.
Ensure that all personnel are aware of and comply with health and safety regulations.
Promote a culture of safety awareness and responsibility.
Incident Management:
Develop and implement emergency response plans.
Lead investigations into health and safety incidents and accidents.
Prepare and maintain incident reports and ensure corrective actions are taken to prevent recurrence.
Compliance and Reporting:
Ensure compliance with national health and safety regulations and industry standards.
Prepare and submit regular reports to relevant authorities and the institute's management.
Keep abreast of changes in health and safety legislation and update policies accordingly.
Coordination and Communication:
Coordinate with external agencies, such as regulatory bodies and emergency services.
Communicate health and safety issues to all stakeholders.
Serve as the primary point of contact for health and safety matters.

Educational Qualifications:
A minimum of a Bachelor’s degree in Occupational Health and Safety, Environmental Health, Industrial Hygiene, or a related field.
A Master’s degree or relevant professional certification (e.g., NEBOSH, IOSH) is highly preferred.
Experience:
At least 10 years of experience in health and safety management, preferably in the petroleum or related industries.
Significant experience in developing and implementing health and safety programs.
Proven track record in conducting risk assessments and managing emergency response.
Skills:
Strong leadership and management skills.
Excellent communication and interpersonal skills.
Proficiency in health and safety regulations and best practices.
Analytical and problem-solving abilities.
Competence in conducting training and educational programs.
Knowledge:
In-depth knowledge of occupational health and safety laws, regulations, and standards.
Familiarity with the petroleum industry’s specific health and safety challenges.
Understanding of environmental health and safety management systems.
Personal Attributes:
High level of integrity and ethical standards.
Strong attention to detail and organizational skills.
Commitment to continuous improvement and professional development.
Ability to work under pressure and handle emergencies effectively.
