1. Develop and manage the creation and distribution of targeted tax education materials to improve understanding and ensure compliance among various stakeholder groups.
a) Review user requests for the production of tax materials and carry out research to get desired content.
b) Undertake tax curriculum development and implementation activities for various taxpayer segments, education institutions and sectors
c) Coordinate and participate in the translation of tax education content to target audience group languages
d) Create simplified tax education materials such as brochures, guides, and multimedia content on tax-related topics using platforms targeting different audience segments
e) Create, update and maintain the URA eLearning and web platform modules for tax education
f) Compile, analyze and prepare tax literature and submit it for quality assurance and approval.
g) Liaise with the procurement office to procure service providers that support the production of the tax reading materials.
h) Monitor the distribution of tax reading materials to all stations and tax information centres for taxpayers’ consumption.
i) Collect and analyze feedback on the utility of tax materials disseminated and share the report with the tax education Office to identify areas of improvement.
2. Coordinate taxpayer engagements for sensitization on tax matters to increase tax awareness and compliance.
a) Review departmental taxpayer engagement requests and advise on the best way to conduct them
b) Collaborate with departments and communication teams to develop, design and implement public tax awareness campaigns using traditional and digital media.
c) Liaise with departmental liaisons to review work plans, identify planned Tax Education activities and establish essential requirements for effective preparations of the engagements
d) Educate taxpayers on their rights, obligations through and available assistance programs to promote voluntary tax compliance
e) Liaise with the procurement office to procure service providers that support taxpayer engagements
f) Coordinate and participate in tax education engagements (workshops, seminars, webinars, and community events to disseminate tax information) and respond to client inquiries.
g) Organize requisite documentation regarding taxpayer clinics and talk shows held to support the payment process for service providers
h) Prepare an engagement report and submit it to the line manager and respective departments.
i) Actively collaborate with URA partners to plan and participate in outreach engagements, delivering tax education to broaden understanding and compliance within the community
3. Coordinate the planning and execution of tax information dissemination activities to strategically display tax education materials and enhance attendee engagement for improved tax compliance
a) Review the Business Plans to identify items that are needed for tax information dissemination activities and liaise with the procurement office and service providers to avail them
b) Identify and solicit for resource teams to participate in the tax information dissemination activities and coordinate payments for resources, if any
c) Follow up with service providers to ensure they deliver the required services as per the agreed terms of reference, and coordinate their payments
d) Plan for the setting up and branding of the tax information dissemination activity venues
e) Prepare tax materials to be given out to stakeholders at the tax information dissemination activity and respond to clients’ inquiries
f) Serve as a point of contact for taxpayer inquiries, providing timely and accurate responses and guidance during tax information dissemination activities
4. Manage the organization of specialized events to enhance tax literacy, encourage voluntary compliance, and oversee planning, logistics, and post-event evaluation.
a) Generate a list of stakeholders to attend the events, send the invitations and confirm their attendance
b) Create stakeholder partnerships with local government authorities, businesses, non-profits, and community groups to enhance tax outreach efforts and target key demographics
c) Plan for the setting up and branding of the venues for the events venues
d) Engage in the generation of topical issues and Identification of suitable presenters for the events and coordinate the preparation of presentation materials.
e) Liaise with the procurement office to ensure timely procurement of requisite service providers for the effective organization of the events.
f) Collect data and feedback from outreach events to assess the effectiveness of programs and submit evaluation reports showing areas for improvement in outreach activities.
g) Document issues raised at the events, prepare activity report and submit it to the line manager for further management.

Essential Requirements
a) An Honor’s bachelor’s degree or its equivalency of a Master’s degree in Education, Business Administration, Communications, Public Relations, or a related course from a recognized academic institution.
b) At least two (02) years’ experience in community outreach, public education, communication or coordinating stakeholder awareness programs in a reputable organization.
c) An impeccable record of integrity
Desirable Requirements
a) Postgraduate qualification in tax administration, Public relations.
Knowledge
a) Knowledge of Uganda’s tax laws, policies, and procedures is an advantage.
b) Creating content for educational purposes.
c) Strong public speaking and presentation skills.
d) Excellent organizational and time management skills.
e) Ability to work independently and as part of a team.
