1. Carry out enforcement operations against non-compliant taxpayers to recover tax arrears.
a) Receive case files received and ensure they conform to arrears management guidelines.
b) Conduct arrears reconciliation in collaboration with other functional business areas
c) Prepare correspondences to taxpayers e.g. Demand notices and responses to their letters.
d) Prepare the recovery instruments proposed and submit them to the line supervisor for review.
e) Conduct engagements with the taxpayers on possibilities of amicable settlement before instituting enforced recovery measures.
f) Supervise the collection agents/auctioneers in the execution of the recovery instruments.
g) Compile periodic collection reports and submit them to the line supervisor for further management.
2. Carry out stakeholder engagements to sensitize on tax payment and enhance compliance.
a) implement sensitization plans and program in the sensitization of stakeholders.
b) Sensitize stakeholders on arrears management.
c) Prepare reports on sensitization conducted.
d) Engage and sensitize taxpayers on their tax liabilities prior to institution of recovery measures
3. Conduct enforcement operations against non-compliant taxpayers
a) Schedule and supervise enforcement activities for all cases where the enforcement tools have been issued
b) Compile weekly/monthly reports on cases assigned
c) Compile regular enforcement reports on cases enforced on and generate recovery projection report
d) Receive enforcement reports submitted by the collection agents and advise them on the next course of action.
4. Prepare and monitor the performance of memoranda of Understanding with taxpayers and provide legal opinions on case files to recover outstanding taxes and enhance revenue collection
a) Prepare Memoranda of Understanding to enable recovery of outstanding taxes
b) Liaise with the data technical officer to confirm if the cheques have cleared and monitor the progress of the level of compliance with the MOUS with the taxpayers
c) Engage the taxpayers to review the MOUS and attach the necessary requirements to enable the signing
d) Monitor the performance of the memoranda of Understanding to enhance compliance with tax obligations
e) Provide legal opinions to guide in handling tax payer’s cases to enable full recovery of outstanding taxes

Essential Requirements
a) An Honors Bachelor’s Degree or its equivalency in Economics, Law, Business Administration, Accounting, Finance, or any business-related discipline from a recognized academic institution.
b) At least two (02) years of experience in enforced recovery activities, arrears management, MOU management, negotiating, and planning engagements in a reputable organization.
c) An impeccable record of integrity
Desirable Requirements
a) Training in either debt recovery, tax advisory, or arrears management
Knowledge
a) Knowledge of Applicable Tax and other laws in Uganda and the region
b) Thorough knowledge of the procedural requirements for enforced recoveries
SPECIAL SKILLS AND ATTRIBUTES
a) Strong negotiation capabilities
b) High proficiency in the use of computer applications for report writing and research
c) Excellent communication skills (Written and Oral)
d) Ability to develop business relationships with key stakeholders.
e) High level of integrity and professionalism
f) Strong abilities to work under minimum supervision.
