Job Description
Job Title: Officer Litigation & Prosecution (Fresher Jobs)
Organisation: Uganda Communications Commission (UCC)
Duty Station: Bugolobi, Kampala, Uganda
Reports to: Senior Officer Litigation & Prosecution
Duties, Roles and Responsibilities
Defend and pursue civil litigation matters for and on behalf of the Commission.
Prosecute criminal matters emanating from violation of the Uganda Communications Act, Regulations (made thereunder) and other laws, regulations and directives within the sector.
Provide legal advisory services to the Commission.
Provide guidance and direction to investigators (Police attachés and other investigators).
Manage the Organization’s legal risks through the identification of potential risks that lead to litigation and prosecution implementing mitigation measures to avert such risks.
Participate in Arbitration and mediation of consumer and operator complaints and disputes.
Liaise with stakeholders relevant to the Commission’s functions/mandate.
Key Performance Indicators
Timely resolution of all legal cases.
Achievement of high success rate in litigation outcomes.
Adherence to legal standards and regulations in all litigation processes.
Level of compliance with industry-specific regulations.
Accuracy and completeness of information in the organization’s litigation database.
Average time taken to resolve legal cases.
Updated legal diary of all ongoing cases.
Updated report of all court matters
Streamline document processing to reduce delays in court proceedings.
Compliance with established legal procedures and regulations.
Accuracy and completeness of court records and case files.

Qualifications, Education and Competencies
Education and Professional Qualifications
Bachelor’s Degree in Law (LLB) from a recognized University
Postgraduate Diploma in Legal Practice
Enrolled as advocate of the High Court of Uganda
Demonstrated evidence of training in criminal prosecution.
Working Experience
At least 3 years’ experience in handling civil and criminal prosecutions in the Directorate of Public Prosecution or any other large organization with prosecution and litigation mandate.
Experience in providing legal advice to institutions.
Familiarity with the court processes and protocols.
Working knowledge of the procedural laws in Uganda.
Skills, Knowledge and Abilities
Technical
Legal knowledge and court advocacy skills.
Research and report writing skills.
Computer applications.
Training in Criminal prosecution, cybercrime investigation and forensics.
Behavioral
Excellent spoken and written English language skills.
Team player and good negotiator.
Analytical and conflict resolution.
