The Resident Coordinator’s Office supports the work of the UN Resident Coordinator and coordinates activities of the UN Country Team in its engagement with the Government as defined by the UN Sustainable Development Cooperation Framework (UNSDCF).
Context
The UN General Assembly Resolution 72/279 on the repositioning of the UN Development System, positions the United Nations Sustainable Development Cooperation Framework (UNSDCF) as the single most important UN country programming instrument in support of the 2030 Agenda. The UN system in Uganda is in its fourth year of implementing its first UN Sustainable Development Cooperation Framework (UNSDCF) as described in UN General Assembly Resolution 72/279. The five-year framework from 2021 - 25 is aligned to the Third National Development Plan (NDP III) and Sustainable Development Goals (SDGs).
At national level, the coordination of the UN System is led by the UN Resident Coordinator, who champions all support through her/his designated office: The UN Resident Coordinator’s Office (UN RCO). The UN RCO in Uganda coordinates the efforts of various UN agencies and their initiatives in Uganda to ensure a cohesive and impactful approach towards achieving sustainable development goals. Serving as the cornerstone of the UN system's coordination mechanism, the UNRCO facilitates the harmonization of programmes and resources among 22 resident and 7 non-resident UN entities operating in Uganda. This integrated approach is designed to maximize efficiency, foster synergy, and deliver comprehensive support aligned with the country's Third National Development Plan (NDP III) and the global 2030 Agenda. By leading the formulation and implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025, the UNRCO ensures that the collective efforts of the UN agencies are strategically aligned to address Uganda's development challenges and drive forward the Sustainable Development Goals (SDGs). Through its coordination, the UNRCO enhances the effectiveness of humanitarian and development initiatives, showcasing UN interventions on peace, development, and the localization of the SDGs at both national and community levels
Coordination at the field level (Karamoja, West Nile, Southwest, Acholi and Lango region) is led by the UN Area Coordinators (UNACs) in the four respective regions. The National Field Coordinator’s main role is to support the UNAC to localize and integrate the UN reform into the work of the UN entities at the sub-national level.
Task description
Within the delegated authority and under the supervision of the leadership of the UNAC as the first Line Manager and the Head of the Resident Coordinator’s Office (RCO) as the second Line Manager or their designated/mandated representative(s), the UNV - National Field Coordination Officer -
Support the UNAC in facilitating the implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 at the sub-national level and ensuring the UN operations on the ground is coherent and complementary
Support the design of UN systemwide programme instruments such as the Cooperation Framework including activities related to the Joint Workplan and Annual Review of the Cooperation Framework and Annual Results Reporting
Support UN joint analysis and assessments initiatives on the ground such as Common Country Analysis and Cooperation Framework evaluation.
Facilitate the design and implementation of UN programmes at sub-national level including organizing meetings, workshops, and other related activities.
Maintain and enhance coordination between UN agencies, local authorities, and humanitarian, and development actors at district and regional levels. , and verification exercise by multiple UN agencies and their partners on the ground.
Maintain existing and build new partnerships with District Local Government, and other local partners, and other stakeholders for the achievement of the 2030 Agenda.
Support the functionalization of effective Humanitarian and Development coordination mechanism at the district and regional level.
Provide support on Prevention Sexual Exploitation and PSEA) activities including organizing the PSEA Local Network meeting, minute taking, and work planning in the region.
Participate in all RCO weekly team meetings and share information and updates on what is happening on the ground.
Produce and submit quarterly , achievements and areas needing attention.
Support in organizing regional events and review meetings for UN implementing partners under the Cooperation Framework and joint programmes as well as in celebrating international days (UN Day commemoration, 16 Days of Activisms, UN wellness, etc).
Perform any other coordination related functions / tasks assigned by the UNAC or the RCO.

Eligibility criteria
Age
27 - 80
Nationality
Candidate must be a national or legal resident of the country of assignment.
Requirements
Required experience
3 years of experience in coordinating and supporting multiple stakeholders.
Experience working in the field or outside Kampala.
Knowledge of the UN system.
Demonstrable skills in writing and presentation (in English)
Experience in volunteerism is an added advantage.
