Monitoring and Evaluation Specialist job at NFT Consult

Job Description
The role focuses on two core areas:
Monitoring & Evaluation (60%): Develop and implement M&E tools and frameworks to track urbanization sector indicators, support policy formulation, prepare reports, and analyze data aligned to national and international development frameworks (NST2, SDGs, Vision 2050, etc.).
Implementation of Thematic Working Groups (40%): Support and coordinate the TWGs, especially the Housing Development TWG, ensure participatory approaches, document best practices, and facilitate communication among members.
The M&E Specialist will directly report to the U-SWAp Coordinator and collaborate with stakeholders including MININFRA and SDC.
Duties, Roles and Responsibilities
Develop and implement sector-specific M&E tools and frameworks
Track performance of programs and projects by stakeholders
Establish and support M&E mechanisms across institutions
Monitor key government and development indicators
Design surveys and coordinate data collection efforts
Organize and document TWG meetings
Enhance participation in TWG activities
Share insights, challenges, and best practices
Prepare and submit quarterly and annual progress reports

Qualifications, Education and Competencies
Master’s Degree in Social Sciences, Public Management, Urban Planning, M&E, Civil Engineering, Development Studies, or related field
At least 6 years’ experience with INGOs, NGOs, government or development partners
Background in Urban Planning is an advantage
Proven M&E and strategy development skills
Strong interpersonal, communication, and organizational skills
Experience working with multi-stakeholder partnerships
Proficiency in English; knowledge of Kinyarwanda and French is a plus
Familiarity with logical frameworks, results-based management, and international development tools
