Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, healthcare and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.

Job Description
Job Title: Monitoring & Evaluation Officer
Organisation: Makerere University Walter Reed Project (MUWRP)
Duty Station: Kampala, Uganda
The incumbent is responsible for observing and ensuring high-quality and timely inputs, and for ensuring that MUWRP maintains its strategic vision and mission and that its activities result in the achievement of its intended outputs and outcomes in a cost-effective and timely manner.
Duties, Roles and Responsibilities
Responsibilities:
The incumbent’s main role is to help MUWRP to track progress, assess performance, document lessons learnt from experience, enhance accountability and transparency, build credibility and inform decision making to stay on its strategic direction as detailed below:
Monitor the implementation of the strategic plan and track progress towards the intended goals and objectives.
Evaluate the effectiveness and efficiency of MUWRP activities in achieving intended outcomes
Identify the lessons learned of different projects and programs and identify areas for improvement
Provide accountability to stakeholders including sponsors, beneficiaries and authorities by demonstrating the use of resources and the achievement of results.
Provide data and insights to inform strategic decision making and budgeting
Promote transparency by giving feedback and providing information to MUWRP and its stakeholders about MUWRP’s performance and results.
Demonstrate a commitment to quality improvement and accountability to enhance credibility of MUWRP
Perform any other duties as may be assigned by management and Board from time to time.
Specific activities:
Developing log frames and results frameworks
Setting indicators and targets
Collecting and analysing data
Conducting regular monitoring and preparation/submission of progress reports
Evaluating MUWRP’s programs’ impact and effectiveness
Identifying and documenting lessons learned
Disseminating findings and recommendations

Qualifications, Education and Competencies
Qualifications:
Bachelor’s Degree in M&E or any other field with a master’s degree in M/E.
At least 3 years of experience in monitoring and evaluation
Experience in designing tools and strategies for data collection, analysis and production of reports.
Proven ICT skills, especially in the development of MIS software using database software.
Expertise in analysing data using statistical software.
Excellent written and oral communication skills
Abilities:
Strong leadership and communication skills.
Ability to work independently
Ability to professionally communicate in writing, verbally or other means deemed appropriate.
Supervisory Controls: The Monitoring and Evaluation officer will work under the direct supervision of the Deputy Executive Director
Physical Ability: Ability to professionally communicate in writing and verbally or other means deemed appropriate. Ability to frequently travel between MUWRP head offices in Kampala and the various operational sites across Uganda.
