The Ministry of Heath (MoH) received funding from the Global fund to fight AIDS, Tuberculosis and Malaria (GFATM) as well as build strong, resilient systems for health to tackle current and new emerging threats.
Job Summary: The Monitoring and Evaluation (M&E) Specialist is responsible for providing day-to-day M&E technical assistance to the program in implementation and monitoring the quality of the strategic plan, grants and the general activities. In accordance with the guidance from the program M&E requirements, the M&E Specialist will play a pivotal role in ensuring that the M&E activities are well documented and reported in a results-based manner including relevant context. The M&E Specialist will work closely with other programs, partners regional and districts and other stakeholders to write strategic plans, funding requests, develop and review policies, plans and guidelines and support the implementation, monitoring and evaluation of program and grant activities.

Program Design and Planning

  • M&E Framework Development: Develop and implement an M&E framework for TB programs, including logic models, theories of change, and performance indicators.

  • Work Plan Development: Assist in the creation of detailed M&E work plans, timelines, and budgets aligned with program goals and objectives.

  • Baseline Assessments: Conduct baseline assessments to establish initial benchmarks and inform program planning.


Data Collection and Management

  • Data Collection Tools: Design and pilot data collection tools, surveys, and questionnaires tailored to TB program needs.

  • Data Management Systems: Establish and maintain robust data management systems to ensure accurate and timely data collection, entry, and storage.

  • Capacity Building: Train staff and partners on data collection methodologies, M&E best practices, and the use of data management systems.


Monitoring

  • Routine Monitoring: Conduct regular monitoring visits to program sites to assess the implementation process, ensure compliance with protocols, and provide technical support.

  • Performance Tracking: Track program performance against established indicators and targets, identifying trends and potential areas for improvement.

  • Data Quality Assurance: Implement data quality assurance processes, including data verification and validation checks.

  • An Honours Bachelor’s Degree in either Economics, or Development Economics, or Quantitative Economics, or Statistics, or Monitoring and Evaluation or Bachelors Degree in Medicine and surgery plus a minimum of a Postgraduate Diploma in Monitoring and Evaluation from a recognized University/ Institution.

  • Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at the level of Monitoring and Evaluation officer or Economist in Monitoring & Evaluation Department in Government or equivalent level of experience from a reputable organization.

  • Should have extensive experience in training of trainers, developing functional monitoring and evaluation systems, M&E plans for health programs, DQAs, research, training, supervising M&E teams and managing M&E activities.

  • Must be well versed with the Results based Financing to facilitate analysis of the resource inputs and cost benefit which consequently informs planning.

  • Should have good knowledge and advisory skills to guide the development of the programmatic goals, objectives, strategic Indicators and activities and familiar with development and review of the Institutional performance management plan (PMP).

  • Must be able to lead baseline studies, midterm and end-term programme/post implementation evaluations (impact evaluation), M&E Experience working within the health sector in International and National NGOs/Donors whether of implementation, strategy or policy is an added advantage.
