Job Title: UCF Monitoring & Evaluation Manager (1 position)

Reports to: Project Lead

Working Hours: Full-time

Workstation: UCF Kampala Office, Uganda

Overview:The UCF M&E Manager role is a full-time, Kampala-based position for the project entitled "Supporting New and Existing Community Conservancies, Adjacent Parks and Forests in the Kidepo Turkana Landscape of Uganda and Kenya." This three-year project is funded by the EU’s NaturAfrica programme for biodiversity and livelihoods in Africa, which was launched in 2021 to support large-scale, inter-regional conservation approaches focusing on Key Landscapes for Conservation and Development (KLCD). The project focuses on the Karamoja and Turkana transboundary meta-landscape and is implemented by the Northern Rangelands Trust (NRT) of Kenya, as the Lead Agency, in partnership with the Uganda Conservation Foundation (UCF), the Uganda Wildlife Authority (UWA), and the National Forest Authority (NFA) of Uganda.

The project aims to:

  • Strengthen capacity for inclusive conservation management, planning, and implementation through improving the capability of state agencies responsible for managing wildlife and forests in protected areas and establishing strategically important community conservancies to sustain and restore ecological connectivity across the landscape.

  • Enhance access to equitable and sustainable green economy livelihood opportunities for all community members through the development of community-driven enterprises governed by the community conservancy process.

  • Strengthen capacity for land-use governance and natural resource management by protecting human rights and enabling structured forums of communication and dispute resolution between adjoining community conservancies, thus mitigating and solving key issues driving conflict on land-use and natural resource management.

For this role, the M&E Manager will manage 100% of the project’s monitoring and evaluation requirements. This role may require frequent travel to the field.

UCF and Partner Organizations:

  • NRT is a membership organization owned and led by 46 Community Conservancies across northern and coastal Kenya, and now north-eastern Uganda. Community Conservancies are local institutions run for and by indigenous people to support the management of community-owned land for improving livelihoods.

  • UCF is a not-for-profit organization registered in the UK and Uganda, supporting the Uganda Wildlife Authority to safeguard Uganda's natural heritage through wildlife conservation, park recovery, and community development initiatives. UCF has led recovery programmes in Murchison Falls, Queen Elizabeth, and Kidepo Valley National Parks.

  • UWA is a semi-autonomous government agency responsible for conserving and managing Uganda’s wildlife, overseeing 10 national parks, 12 wildlife reserves, 5 community wildlife management areas, and 13 wildlife sanctuaries.

  • NFA manages Uganda’s central forest reserves on a sustainable basis and supplies high-quality forestry-related products and services to the government, local communities, and the private sector. NFA manages 506 central forest reserves with an objective of sustainably improving management and providing quality forestry products and services for socio-economic development in Uganda.

Purpose & Scope of the Role:

The M&E Manager will be responsible for the project’s monitoring and evaluation and learning needs. The M&E Manager will also be responsible for developing a Monitoring and Evaluation plan, helping determine performance and impact indicators and targets, and providing support to proposal development for M&E components. The role requires a high level of independence and leadership.

Duties, Roles and Responsibilities

Planning:

  • Provide technical support in the design and development of the project’s M&E plan.

  • Develop the project’s Monitoring Plan (PMP) of the initiatives in line with the project’s logical framework approach.

  • Support project staff in defining SMART objectives and key performance indicators.


Monitoring:

  • Work with project partners to develop the project’s M&E Framework.

  • Establish effective knowledge management mechanisms, including documentation of baselines, outcomes/impacts.

  • Develop project-specific M&E templates and reporting instruments, including project performance tracking, data flow charts, and M&E manuals.

  • Conduct field review visits for project-specific activities.

  • Conduct training on project M&E processes for project staff and local implementing partners.

  • Coordinate regular data collection through project staff and stakeholders against agreed indicators.

  • Monitor all focus area activities, expenditures, and progress towards achieving the project’s expected outputs.


Evaluation:

  • Assist the Steering Committee in designing, coordinating, and conducting project evaluations (monthly, quarterly, mid-term, and end-line).

  • Conduct project data reviews and data quality assessments.

  • Provide feedback to the Steering Committee on project activities/outputs performance based on data findings.

  • Analyze changes and patterns in key performance indicators (KPIs) and performance reports to support project M&E needs.

  • Determine data analysis procedures and use of quantitative or qualitative analysis tools.

  • Support UCF’s M&E needs and capacity development.


Reporting and Documentation:

  • Compile monthly, quarterly, and annual project M&E reports for review by the Steering Committee.

  • Ensure the accuracy, relevance, and timeliness of data for both internal and external reports.

  • Document lessons learned and impact reports to input into overall project reporting.

Qualifications, Education and Competencies

  • Relevant University degree.

  • MSc or Professional training qualification in Monitoring and Evaluation.

  • At least 5+ years of professional experience in project/programme design, implementation, and M&E.

  • Relevant experience developing quantitative and qualitative data collection tools and analyzing both quantitative and qualitative data.

  • Experience using statistical and data collection software such as MS Excel, SPSS, Tableau, etc.

  • Strong knowledge and proven experience in M&E frameworks such as Theory of Change and logical framework.

  • Ability to train partners and staff in developing and maintaining the M&E system.

  • Excellent communication skills, including the ability to take complex ideas and make them easily understandable for a non-technical audience.

  • Ability to organize and set clear expectations for tasks and deliverables, work effectively under pressure, and manage a heavy, diverse workload.

  • Strong analytical and critical thinking skills.

  • Strong interpersonal skills and ability to work in a diverse team and manage complex and sensitive organizational relationships.

  • Good and demonstrable report writing skills.
