MakSPH-RAN seeks a MEL Manager for a USAID Uganda Monitoring, Evaluation, and Learning (UMEL) activity. This program will enhance USAID/Uganda’s program effectiveness by conducting high-quality evaluations, knowledge-sharing, and adaptive management to improve programmatic decision-making in the country. The MEL Manager will work under the MEL Director. The manager will support and contribute to the MEL activities, including the development of evaluations, analyses, and assessments, and contributing to USAID/Uganda’s collaborating, learning, and adapting (CLA) efforts.

Job Title: Monitoring, Evaluation & Learning (MEL) Manager

Duties, Roles and Responsibilities
Responsibilities:
Contribute to the design and field testing of the evaluation strategy, methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
Coordinate and participate in evaluations, analyses, and assessments throughout the life of the activity, including developing scopes of work, data collection, design of methodologies and protocols, data analysis, and report writing.
Participate as a team member on assessments and evaluations, as needed.
Responsible for ensuring timely, high-quality data collection, entry, analysis, and reporting by USAID implementing partners.
Check the accuracy and completeness of MEL data and other data/information, and engage implementing partners to address gaps identified.
Respond to requests for information and facilitate access to relevant information and data by USAID.
Provide training, assistance, and consultation, as needed, to USAID implementing partners on interpreting and using MEL data, indicators, and reports.
Support audit requirements related to data quality are met for AMELP indicators, including all donor and prime assessments such as SIMS, SQA and DQAs
Develop plans and approaches for providing technical assistance, mentorship, coaching, and support supervision to USAID implementing partners.
Participate in the development of data visualization platforms such as dashboards for sharing MEL outputs with stakeholders.
Compile all required periodic reports, including quarterly, biannual, and annual MEL reports.
Provide periodic briefings to MakSPH-RAN on the project progress.
Perform other duties or special projects as assigned.

Qualifications, Education and Competencies
Qualifications:
Master’s degree in monitoring and evaluation, statistics, informatics, data science, international development, or a related field.
At least 3 years of experience in above-the-site monitoring, evaluation and learning involving donor-funded projects
Experience conducting mixed-method evaluations and assessments.
Strong experience and knowledge in quantitative and qualitative research, data analysis, and data management.
Strong written and verbal communication skills in English.
Good organizational skills and attention to detail.
Required Skills:
Quantitative data analysis and knowledge of major databases and analytical programs such as STATA, SPSS, Epi Data, and GIS
Qualitative data analysis and knowledge of major data analysis tools such as Atlas.ti, Nvivo,
Data collection, analysis and report writing
Good analytical and communication skills
Experience working with consortium partners and other technical experts in MEL and research
Familiarity with routine management of information systems and maintenance of electronic databases
Ability to convey MEL results to non-technical stakeholders and generate interest in the use of MEL data and results for programmatic improvements
Leadership qualities with technical management expertise and strong interpersonal, writing and oral presentation skills
Good knowledge and experience of USAID reporting requirements
Proficient in MS Office programs (including Word, PowerPoint, and Excel) and Google products (Drive, Gmail, and Docs)
