Job Description
The MEL Manager will develop and manage MEL systems, tools, and strategies for the SAYE (Supporting African Youth Entrepreneurs) project. They will oversee the MEL team, guide data collection and analysis, lead reporting to donors, and facilitate knowledge sharing and learning. The position involves capacity-building of partners, ensuring data quality, compliance with donor guidelines, and continuous improvement of MEL practices. Additionally, the MEL Manager will collaborate with stakeholders to enhance project impact and ensure sustainability.
Duties, Roles and Responsibilities
A. Program Effectiveness (50%)
Design and oversee the MEL plan and tools.
Monitor project outputs, outcomes, and analyze data for reporting.
Manage data collection, flow, and usage across stakeholders.
Lead periodic assessments and evaluations.
Supervise SAYE cluster MEL Officers.
Coordinate MEL capacity building for staff and partners.
B. Project Reporting and Documentation (20%)
Review and ensure data quality and timely reporting.
Compile monthly, quarterly, and annual donor and internal reports.
Document success stories and project impact.
Align results reporting with Mastercard Foundation metrics.
C. Management and Compliance (15%)
Mentor and support the MEL team.
Oversee all project evaluations and operational research.
Ensure adherence to Heifer and donor MEL protocols.
Review monitoring data for strategic decision-making.
Collaborate with finance to link data with financial planning.
D. Partnership and Engagement (10%)
Develop feedback systems for participants and communities.
Implement knowledge management and learning plans.
Promote adaptive management through shared learning.
E. Other Duties (5%)
Perform additional tasks as assigned.

Qualifications, Education and Competencies
Master’s degree with a Bachelor’s in International Development, Project Planning, Economics, Statistics, or related field.
Minimum 7 years of experience in M&E, preferably in an NGO setting.
At least 5 years in a supervisory MEL role.
Certifications in Project Management, Evaluation, or Research Methods are an advantage.
