Job Description
The MERL and Knowledge Management Officer is based in Dodoma and reports to the Head of the MERL Department. This role involves managing health information systems, developing data tools, conducting data quality assessments, and mentoring staff. Additionally, the officer supports the Ministry of Health and regional partners in data processes, leads knowledge management and communications strategies, documents best practices, and provides high-level editorial support. The position is pivotal in ensuring adaptive learning, accurate reporting, and visibility of project achievements.
Duties, Roles and Responsibilities
MERL Functions:
Ensure timely, accurate data entry into country and global databases.
Maintain harmonized data management practices.
Develop and implement data collection tools and systems.
Support project teams with data checks, reviews, and reporting.
Conduct regular data quality assessments.
Lead monthly data review meetings with local health management teams.
Submit periodic reports and contribute to planning and budgeting.
Train and mentor staff in data management and reporting.
Design and manage research and evaluation processes.
Document activities, challenges, and lessons learned.
Knowledge Management Functions:
Serve as key contact for internal and external KM queries.
Support field offices with communications and KM.
Ensure quality control of all project materials.
Prepare and share best practices and success stories.
Organize learning sessions and training based on staff needs.
Assist with editing, formatting, and dissemination of publications.
Manage consultants/vendors for communications support.
Maintain cataloging of resource center materials.

Qualifications, Education and Competencies
Minimum Qualifications:
Bachelor’s degree in statistics, health informatics, economics, demography, or a related field.
At least 5 years of relevant experience in data and knowledge management.
Solid understanding of Tanzania’s health information systems, including DHIS2 and Afya SS.
Strong analytical and data visualization skills.
Experience with data quality assessments and trends analysis.
Excellent communication and presentation skills in English.
Proficiency in data analysis tools (e.g., STATA, SPSS, NVivo, ATLAS.ti) and ODK systems like Kobo Collect.
Familiarity with M&E in SRHR, gender, and HIV/AIDS is an added advantage.
Cultural awareness and ability to travel freely within Tanzania.
