About the Organisation
FAO and Uganda have a long history of cooperation. The Organization’s technical assistance in the country began as early as 1959 in the areas of aquaculture development and livestock disease control. Cooperation has increased since the opening of FAO’s representation in 1981, with interventions comprising national policy and programme formulation, agricultural and rural development projects, and emergency and rehabilitation assistance. More recently, emphasis has been given to building resilience to the effects of climate change.
FAO’s cooperation with Uganda Government is shaped by the Country Programming Framework (CPF) 2015-2019, jointly developed with the Government and other partners.
The CPF is a joint framework which forms the basis for strategic cooperation over the next five years between the Food and Agriculture Organization of the United Nations (FAO) and the Government of the Republic of Uganda. The CPF is fully aligned with national and regional development priorities as well as the UN Development Assistance Framework for Uganda.
Over the years, the stature and influence of FAO in Uganda has grown considerably. Currently, the country programme comprises well over 20 projects with a combined budget of close to 80 million USD, which makes FAO one of Uganda’s significant development partners. FAO projects are mainly field-based, addressing on-ground pertinent issues.
Until 2010, FAO’s support programme emphasized emergency and rehabilitation following two decades of insurgency in Northern and North Eastern Uganda. The current CPF however, focuses more on long-term development objectives aimed at revitalizing agricultural production and productivity and spurring economic development for the country.
FAO Uganda therefore falls under the Development Programme. FAO’s development interventions aim to support and build resilient agriculture-based livelihoods. Our interventions focus on crops, livestock, fisheries, forestry and their interaction with the environment, Climate change and building resilience. Further, FAO gives guidance in drafting effective legislation and creating national strategies to achieve transformational development and alleviate hunger.

Job Description
Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist (UN Jobs)

Duty Station: Kampala, Uganda
Reports to: Assistant FAO Representative Programmes
The MEAL Specialist will be responsible for generating quality evidence on results achieved through FAO projects and programmes implemented in Uganda, in various areas of FAO’s mandate to inform adaptive programming and organizational learning. This will entail the: (i) development and operationalization of frameworks, tools and processes needed to systematically collect and analyses performance-related data; (ii) capacity development on MEAL of internal and external actors; (iii) monitoring of the quality of programme implementation; (iv) implementation of the country-level learning agenda and learning roadmaps.
Duties, Roles and Responsibilities
Design, develop and implement country-level MEAL systems at project and programme levels (including results frameworks, theories of changes, etc.) in alignment with corporate, regional, sub-regional and country MEAL and information priorities.
Support mainstreaming of MEAL in project/programme formulation stage, including theory of change development, log frame design, budgeting for MEAL, MEAL plans development
Support the formulation and monitoring of the CPF indicators including baseline and target setting.
Support management and project managers to identify priority Key Performance Indicators (KPIs) and realistic targets at project, programme and CPF levels to promote a programmatic approach to monitoring and evaluation, and to ensure their alignment with national, sub-regional and regional priorities/frameworks and/or relevant KPIs.
Conduct periodic data collections and analyses, in line with the established data needs, learning priorities and/or KPIs.
Compile, manage and curate relevant country-level results-based datasets.
Contribute data for internal and external reporting.
Facilitate the dissemination and use of monitoring data to inform programme development, adjustment, or review.
Contribute to organizational learning by developing subject-matter analytics, lessons learned compilation and briefs/reports.
Develop capacity of FAO staff and implementing partners in M&E methodologies and practices.
Lead and manages the MEAL team of the FAO Representation in Uganda
Perform any other duties, as requested.

Qualifications, Education and Competencies
Candidates Will Be Assessed Against The Following
Minimum Requirements
Advanced university degree in economics, statistics, data science, mathematics, or other relevant fields
10 years of relevant experience in advanced information data management, processing and statistical techniques, quantitative survey specialist or MEAL position
5 years’ experience in a leadership position
Working knowledge of English
